Purpose & Scope of Work

The purpose of this solicitation is to procure non-personal custodial services to ensure clean and attractive workplaces at the Brookville Memorial USARC, PFC Melvin L. Brown USARC/BMA 106, and Elks County Memorial USARC. The contractor will furnish all plant, labor, materials, equipment, supervision, and transportation. Services include weekly, monthly, and annual tasks as detailed in Attachment 0001 - Performance Work Statement (PWS). Key tasks include:

  • Weekly: Emptying waste, sweeping/mopping restrooms, cleaning fixtures, servicing dispensers.
  • Monthly: Cleaning drinking fountains, walk-on/off mats, general floor cleaning, spray cleaning/buffing VCT/Ceramic Tile, cleaning shower stalls/locker rooms.
  • Annual: Low/high dusting, washing doors/frames, cleaning restroom wainscoting, waxing/buffing/stripping VCT/Ceramic Tile, vacuuming/shampooing carpets.

Key Requirements & Eligibility

Offerors must be registered in the System for Award Management (SAM). The contractor must provide all personnel, supplies, tools, and equipment, maintain quality control, and ensure employees complete AT Level I awareness training and OPSEC training. Compliance with security regulations, including background checks and iWATCH training, is mandatory. Required insurance includes Workers' Compensation, Employer's Liability, General Liability, and Automobile Liability. The Service Contract Act Wage Determination 2015-4249, Rev. No. 32, applies.
