Wage Determination

This document is a U.S. Department of Labor, Wage and Hour Division, "Register of Wage Determinations Under the Service Contract Act." It provides minimum wage rates and fringe benefits for various occupations in the Texas Counties of El Paso and Hudspeth, effective with a last revision date of December 3, 2025.

• Applicability: This wage determination applies to contracts subject to the Service Contract Act.
• Minimum Wage Rates: A comprehensive list of occupational codes, titles, and corresponding minimum hourly wage rates is provided. This includes a wide range of positions from administrative support to various trades and technical roles.
• Fringe Benefits: All listed occupations are entitled to specific fringe benefits, including Health & Welfare benefits at $5.55 per hour (or $222.00 per week / $962.00 per month).
• Executive Order 13706 (Paid Sick Leave): Federal contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for contracts awarded on or after January 1, 2017.
• Executive Order 13658 (Minimum Wage): For contracts awarded between January 1, 2015, and January 29, 2022, the minimum wage rate is at least $13.30 per hour (or the applicable wage rate listed if higher) for 2025. This rate is adjusted annually.
• Vacation: Employees accrue paid vacation based on years of service (2 weeks after 1 year, 3 weeks after 5 years, 4 weeks after 15 years).
• Holidays: A minimum of eleven paid holidays per year are mandated.
• Hazardous Pay: Differentials are applicable for positions involving high (8%) or low (4%) degrees of hazard with ordnance, explosives, and incendiary materials.
• Uniform Allowance: Contractors must furnish uniforms or reimburse employees for their cost, including maintenance, unless uniforms are "wash and wear" and do not require special cleaning.
• Conformance Process: Procedures are outlined for contractors to request wage rates for classifications not listed in this determination, which must be initiated prior to contract work and require a written report to the contracting officer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide custodial services for designated living quarters and common areas, including an annual strip and wax of all tile floors.

• Annual Service: Strip, scrub, seal, and wax all designated tile floors in living quarters annually during June. This includes relocating furniture and ensuring wax is non-skid.

• Daily Custodial Services: Cleaning of kitchens, dining areas, recreational and gaming areas, laundry rooms, gyms, community restrooms (with showers), hallways, and stairwells.

• Floor Cleaning: Includes vinyl, ceramic, wood, and concrete floors, using appropriate methods and industry-standard solutions. Tasks include sweeping, mopping, spot cleaning, scrubbing, sealing, polishing, waxing, and stripping.

• Trash and Recycling: Collection and disposal of municipal solid waste (MSW) and segregated recyclables from all waste receptacles. Replacement of trash bags and liners.

• Restroom/Toilet Areas/Locker Rooms: Cleaning and disinfecting of all surfaces, including sinks, toilets, urinals, lavatories, showers, partitions, and fixtures. Ensuring a clean and odorless environment.

• Other Tasks: Cleaning of drinking fountains, dusting of visible surfaces (low and high areas), cleaning interior floor mats, cleaning stairways, and cleaning of furniture for unscheduled cleaning.

• Base Year: June 1, 2026 – May 31, 2027

• Option Years: Two (2) 12-month option years, plus a potential six-month extension.

• Place of Performance: Buildings 1008 and 1009, Ft. Bliss, Texas.

• Non-Personal Service Contract: Contractor employees are not subject to Government supervision or control.

• Quality Control Plan (QCP): Contractor must develop and maintain a QCP, submitted within 10 days of award.

• Security: Requirements include background checks, installation access procedures, and potential security clearances.

• Training: Mandatory training includes Anti-Terrorism (AT) Level I, OPSEC, iWATCH, Information Assurance (IA), and Threat Awareness Reporting Program (TARP).

• Environmental Compliance: Adherence to USAG Ft. Bliss environmental policy, handling, storage, and disposal of hazardous materials, and spill reporting.

• Safety: Compliance with OSHA, Army, and local safety regulations, including an Accident Prevention Plan and Activity Hazard Analysis.

• Key Personnel: Specific key personnel (e.g., Program/Contract Manager) must be identified.

• Identification: Contractor employees must wear identification badges and maintain appropriate workspace signage.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial custodial services, including comprehensive annual strip and wax, and routine custodial services. The acquisition is being conducted in accordance with FAR Part 12.

• CLIN 0001: Comprehensive Annual Strip and Wax (1 month, June 2026)

• CLIN 0002: Custodial Service (6 months, July 2026 - December 2026)

• CLIN 0003: Custodial Service (5 months, January 2027 - May 2027)

• Option Year 1: Includes CLINs 1001 (Strip and Wax), 1002 (Custodial Service), and 1003 (Custodial Service).

• Option Year 2: Includes CLINs 2001 (Strip and Wax), 2002 (Custodial Service), and 2003 (Custodial Service).

• Option to Extend: CLIN 3001 (6 months, June 2029 - November 2029).

• Services include maintenance, monitoring, response times, regulatory compliance, staffing qualifications, quality controls, and reporting.

• Inspection and acceptance will be performed by the Government at the Destination.

• FOB: Fort Bliss Military Base for CLIN 0001; FOB Destination for all other CLINs.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Base year begins June 1, 2026, with options extending through November 2029.

• Solicitation Type: Request for Quotation (RFQ).

• Submission Deadline: May 19, 2026, 10:00 AM Central Time.

• Submission Method: Electronic submission to shavon.a.scott2.mil@army.mil and avis.m.davis2.mil@army.mil.

• Required Volumes: Volume I – Technical Submission, Volume II – Price Submission, Past Performance Information, Sanitized Copy/Original Copy.

• Evaluation Factors: Technical Capability, Past Performance, and Price. Award will be made to the offeror with the most advantageous price, considering technical capability and past performance.

• Technical Capability: Must demonstrate ability to meet minimum PWS requirements.

• Past Performance: Up to three recent and relevant contracts (last five years) related to custodial services.

• Price: Firm-fixed-price, including all labor, supervision, equipment, materials, and indirect costs.

• This acquisition is limited to eligible 8(a) participants within the El Paso District, as per FAR 52.219-18 ALT I.

• Offerors must be certified by the Small Business Administration (SBA) for participation in the 8(a) program.

• Limitations on subcontracting apply per FAR 52.219-14.

• All questions are due by May 14, 2026, 10:00 AM Central Time.

• Offerors must register and submit payment requests through the Wide Area WorkFlow (WAWF) system.
