Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for custodial services at the Devens Reserve Forces Training Area (RFTA) in Devens, Massachusetts. The primary objective is to maintain the cleanliness and professional appearance of all covered facilities.

• Services Include: Scheduled cleaning services for all facility types according to PWS performance standards. This also includes "As Ordered / Requested" tasks, such as exterior window cleaning to prevent algae/moss/mold growth, and limited special event support cleaning.

• Services Not Included: Biohazard cleaning for casualty/trauma situations in Medical Treatment Facilities (MTFs), toilet overflow, mold cleaning, flood cleaning due to inclement weather or waterline breaks, and cleaning/disinfecting areas previously occupied by "pandemic" positive personnel (these services are handled by other specialized contracts or installation assets).

• Services must be performed in accordance with the PWS performance standards and frequencies detailed in Attachment/Technical Exhibit TE-4.

• The Contractor must maintain a Quality Control program to ensure services meet contract requirements.

• Performance will be monitored against cost, schedule, and performance requirements.

• The work will be performed at approximately 66 facilities across the entire area occupied by Devens RFTA, including the Main Cantonment, 3400 Area, and South Post.

• Normal hours of operation are Monday through Friday, 0730-1600 hours, excluding Federal holidays or facility closures.

• Security: Facilities may contain sensitive data requiring Government personnel escort. The Contractor must provide a cleaning schedule for restricted areas and a list of personnel assigned to these areas. All personnel and vehicles are subject to installation security policies, including PIV requirements. Specific training (AT Level I, iWATCH, OPSEC, Threat Awareness) is required for contractor personnel.

• Key Control: Strict procedures for managing issued keys and key cards are required; duplication is prohibited.

• Contractor Personnel: Must be legal U.S. residents (for CONUS), able to communicate clearly in English, and adhere to a strict code of conduct. Key personnel (Project Manager, Quality Control Manager, Quality Control Inspectors) must meet specific experience and availability requirements.

• Materials & Supplies: The Contractor must provide specified cleaning materials and supplies, including "Bio-Preferred" products, and adhere to environmental and safety regulations (OSHA, EPA).

• Reporting: Various reports are required, including work schedules, access and condition reports, accident reports, quality control reports, and service contract reports.

• Attachments: The PWS references several attachments/technical exhibits (TEs) that provide detailed information on performance requirements, deliverables, workload data, facility lists, installation maps, and floor plans.
