Statement of Work (SOW) / Performance Work Statement (PWS)

To provide custodial services for the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, building W143, ensuring a clean, safe, and professional environment.

• Location: Building W143, 1968 Gilbert Street, Norfolk, VA (approx. 155,000 sq. ft. of office and training space, including 25 restrooms, 2 locker rooms, and 2 kitchen break areas).

• Services: Comprehensive custodial services including cleaning, sanitizing, disinfecting, and restocking.

• Tasks:

  • Daily (Mon-Fri): Cleaning and sanitizing restrooms and locker rooms (countertops, sinks, toilets, urinals, partitions, floors), emptying trash, cleaning kitchen break areas (floors, countertops, sinks), dusting office areas, spot cleaning glass, and cleaning drinking fountains.
  • Weekly: Emptying office desk trash twice weekly, high-dusting, polishing bright metal fixtures, and vacuuming carpets.
  • Monthly: Detailing entryway systems, supplying urinal cakes, dusting horizontal surfaces, and damp mopping hard floors.
  • Semi-Annual: Washing windows, buffing hard floors.
  • Annual: Stripping and waxing hard floors, shampooing carpets.

• Supplies & Equipment: Contractor to provide all necessary cleaning supplies, chemicals (COR approved), and equipment. Safety Data Sheets (SDS) must be provided.

• Daily Restroom Cleaning: Free of dirt, grime, odors; dispensers full. AQL: Max 2 documented deficiencies/month.

• Daily Office & Common Area Cleaning: Trash removed, floors free of debris, surfaces free of dust. AQL: Max 3 documented deficiencies/month.

• Periodic Floor Care: Hard floors maintained at high gloss, carpets free of spots/stains. AQL: Max 1 deficiency/quarter for periodic tasks.

• Supply Management: Restrooms and break areas continuously stocked. AQL: Max 1 instance of empty dispenser/month.

• Surveillance: Random inspection, customer complaint, and contractor's schedule.

• Period: One-year base period with options for four additional one-year periods.

• Hours: Normal cleaning between 7:00 AM and 4:00 PM, Monday through Friday (excluding Federal holidays).

• Personnel: Sufficient trained and supervised personnel. Must be U.S. citizens and pass a background check for facility access.

• Quality Control: Contractor must establish and maintain a Quality Control Plan (QCP).

• Security: Requirements for Common Access Card (CAC), background investigations (NACI, T3, T5), and training (Antiterrorism, OPSEC, Cyber Awareness) are detailed. Employees requiring access to IT systems or networks must complete annual Cyber Awareness training and maintain current background investigations. Access to facilities and systems is contingent upon favorably adjudicated background investigations and approved access requests (e.g., SAAR-N).

This document is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 12. NAVSUP Fleet Logistics Center Norfolk intends to award a firm-fixed-price contract for services. The requirement will be solicited as a full set-aside for small businesses. This announcement is the only solicitation; no separate written solicitation will be issued, and paper copies will not be available. It will be posted on SAM.gov.
