This document is a combined synopsis/solicitation for commercial products and services, specifically for an Advanced Technology Research (ATR) Anechoic Chamber and material. It constitutes the only solicitation, and no separate written solicitation will be issued. The Government reserves the right to cancel this solicitation. Only Firm-Fixed Price (FFP) offers will be evaluated.

• Period of Performance: Delivery dates range from May 15, 2026, to June 19, 2026.

• Proposal Submission: FFP proposals must be submitted via email to miriam.e.johnson4.civ@us.navy.mil.

• Questions Deadline: February 27, 2026, 1:00 PM EST.

• Proposal Due Date: March 4, 2026, 1:00 PM EST.

• Evaluation Criteria: The award will be made to the responsible vendor whose proposal conforms to the solicitation and is determined to provide the lowest total price.

• The acquisition is set aside for Small Business.

• NAICS Code: 334310

• Size Standard: Not specified, but implied to be for small businesses.

• The Statement of Work (SOW) contains Controlled Classified Information (CUI) and is not included as an attachment.

• DFARS 252.211-7003 (Item Identification and Valuation) is applicable, requiring DoD unique identification or equivalent.

• Payment instructions will be processed through Wide Area WorkFlow (WAWF).

• The solicitation is rated DO under the Defense Priorities and Allocations System (DPAS).

• 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Nov 2021): Requires offerors to represent whether they provide or use covered telecommunications equipment or services. If "yes," specific disclosures regarding the equipment/services, manufacturer, and proposed use are required.

• 252.225-7055 Representation Regarding Business Operations with the Maduro Regime (May 2022): Requires offerors to represent whether they have business operations with authorities of the Maduro regime or the government of Venezuela that is not recognized by the U.S. Government, or if they possess a valid license to operate in Venezuela.

Offerors must carefully review each of these provisions and provide accurate representations and any required disclosures. Failure to complete these sections correctly may impact an offeror's eligibility or the evaluation of their proposal. Bidders should pay close attention to the definitions and prohibitions outlined in each provision, particularly concerning telecommunications equipment and services, and business operations with Venezuela.
