This document outlines the specifications for a customized lithium battery storage solution to be procured by the National Data Buoy Center (NDBC) for use at their Stennis Space Center, Mississippi campus. The purpose is to safely store existing and new lithium batteries, addressing their potential fire risk.

• Fire Rating: 2-hour fire rated (ED22 - 20' Single-End-Door), with AH 2-hour rated UL DES U419 / MEA 81-98-M walls & ceilings (Class 1, Division 2 Compliant) and a 1.5-hour bidirectional fire rate for ceilings and doors.
• Capacity: Drum capacity of 27, and pallet capacity of 8 (48" x 40").
• Dimensions: Exterior: 20' long x 8' wide x 8.5' tall (ISO container). Interior: 221" deep x 82.5" wide x 84' tall.
• Construction: 14-gauge corrugated steel, lockable, and weatherproof. Features include foul-weather hoods on vent openings and a static grounding system.
• Safety Features: Radiant-energy-sensing fire detection devices (NFPA 72.17.8 compliant), external manual pull station, external notification application, and capability to connect to a fire alarm system. Includes a non-sparking Explosion-Proof Enclosed Exhaust Fan (1,640 CFM).
• Electrical: 220V, Single-Phase, 50-amp electrical requirement. Equipped with a Marine Shore Power Inlet (RV129R, 50A 125/250Vac male plug). Requires connection to a 4-wire SOOW cable and grounding via an 8' copper grounding rod.
• Compliance: Must comply with NFPA Codes 17, 17A, 30, and 70. Includes required placards and stickers (e.g., No Smoking, NFPA diamond).
• Exterior Coating: Premium, high-solids white paint reflecting 92% of solar heat.

All deliverables are to be shipped to the National Data Buoy Center at Stennis Space Center, MS.

Solicitation / RFP / RFQ

This document is a solicitation for a firm fixed price purchase order for "Lithium Battery Storage Containment in Accordance with the Attached Specifications." The government intends to award to the responsive, responsible quoter providing the best value, considering price and non-price factors. Award will be based on the lowest evaluated price of proposals meeting or exceeding acceptability standards for non-cost factors.

• The primary deliverable is "Lithium Battery Storage Containment" as detailed in the attached specifications.

• Offerors must confirm the customized storage container is manufactured in the United States.

• Contract Type: Firm Fixed Price Purchase Order.

• Submission Method: Quotes must be e-mailed to abigail.green@noaa.gov. Faxed quotes will not be accepted.

• Submission Deadline: Quotes must be received by the due date and time specified in Block 8 (04/01/2026, 1200 Local Time).

• Questions: Submit questions via email within 5 days of the solicitation issuance date.

• Evaluation: Award will be based on the best value, considering price and other factors. The following factors will be used:

  1. Price (Line item 0001 will be used to evaluate low price).
  2. Technical Approach and Capability (Offeror's approach and capability to perform, including documentation that the customized container meets specifications).
  3. Past Performance (Offeror must provide a list of two to three past performances, including company name, project name, address, contract person's name, phone number, and email address).

• The acquisition is set aside for Small Business (NAICS code 332311, Size Standard: 750).

• Contractors must be registered in the System for Award Management (SAM) at the time of quote submission.

• Vendors must provide a statement of whether they are or are not a small business under NAICS 332311.

Offerors must return the following:

1. Page 1 (completed blocks 17a, 30a, 30b, 30c).
2. Page 3 (quote/prices).
3. Unique Entity Identification (UEI) number.
4. Contractor representations and certifications (completed in SAM).
5. Statement regarding small business status.
6. Statement regarding Organizational Conflict of Interest (FAR 1352.209-74(c)).
7. Response to evaluation factors (as requested in FAR 52.212-2).
8. Statement confirming US manufacturing.
9. E-mail address and telephone number.

Failure to respond to items 1 through 9 may result in non-compliance and disqualification.
