Statement of Work (SOW) / Performance Work Statement (PWS)

The NIST Sensor Science Division requires the fabrication of custom magneto-resistive sensors and sensor arrays for use in a scanning magnetic microscope being developed for 3D thermal imaging of advanced semiconductor packages under the CHIPS Metrology Project.

• Fabrication of custom magneto-resistive sensors and sensor arrays according to NIST's specifications.
• The contract will involve initial design drawings from the manufacturer, followed by review, modifications, and final approval by both parties before fabrication.
• The sensors will be used for magnetic field detection.

Sensors must meet the following minimum specifications:

• Frequency Range: DC to 100 kHz, with a 1/f knee at 1 kHz or below.

• Field Sensitivity: 1 nT/(Hz)^0.5 at 10 kHz and 1 kHz; 10 nT/(Hz)^0.5 at 100 Hz.

• Operating Conditions: Operate in saturation fields up to 10 mT (DC or AC); acceptable designs include magnetometer, gradiometer, Wheatstone bridge, and compensation coil; in-plane or perpendicular sensing are acceptable; operating temperature range of 10°C – 85°C.

• Dimensions and Geometry: Single pixel sensor size of 2 mm x 2mm; 2D arrays must have at least 50 sensors per direction (≥ 2500 total) with a total area ≤ 50 mm per direction; sensors must be placeable within 1 mm of a device under test.

• Deliverables: At least two wafers of sensors (minimum 100 single pixel sensors, minimum 4 arrays), preferably diced. Manufacturers can quote additional wafers. Multiple designs can be fabricated. Documentation (CAD, measured specifications, operation instructions) must be provided. One year of technical support is required.

• Delivery is required not later than 240 days ARO (After Receipt of Order).

• Delivery Point: NIST, 100 Bureau Drive, Building 221, Gaithersburg, MD 20899.

• All items must be new; used, remanufactured, experimental, prototype, or "gray market" components are not acceptable.

• Items must be shipped in original manufacturer’s packaging with all original documentation.

• FOB Destination delivery terms apply.

• Warranty: Minimum of 1 year after acceptance.

• Payment: Net 30-day terms, 100% upon receipt and acceptance testing by the NIST TPOC.

• Government reserves the right to perform performance tests and evaluations.

• Manufacturer must provide sensor specifications and dimensioned drawings before fabrication.

• Representative sensors must be tested by the manufacturer prior to shipping.

• NIST will inspect for damage and compliance with approved CAD design upon receipt. Performance tests will be conducted by NIST.

• NIST will accept the sensors within 7 business days of receipt if they pass inspection and testing.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services, prepared in accordance with FAR Part 12. The government is requesting firm-fixed-price quotations for custom MTJ Sensors.

• Custom MTJ Sensors as detailed in Attachment 1 (Statement of Work).

• Offerors must provide technical capability documentation, including approach, resources, methods, specifications, performance capabilities, delivery schedules, and warranties. Evidence must be provided to demonstrate that proposed items meet or exceed minimum requirements.

• Quotations must be clearly written, indexed, and logically assembled into three distinct volumes: Technical, Price, and Terms and Conditions.

• Contract type: Firm-fixed-price purchase order.
