Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) is soliciting firm-fixed-price quotations for Custom Magneto-resistive Sensors for its Sensor Science Division. These sensors are critical for a scanning magnetic microscope used in 3D thermal imaging of advanced semiconductor packages under the CHIPS Metrology Project. This is an unrestricted opportunity. Quotations are due by March 30, 2026, at 12:00 PM ET.

Scope of Work

NIST requires the fabrication of custom magneto-resistive sensors and sensor arrays according to detailed specifications. The scope includes:

  • Design & Fabrication: Initial design drawings from the manufacturer, followed by NIST review, modifications, and final approval before fabrication.
  • Application: Sensors will be used for magnetic field detection in a scanning magnetic microscope.
  • Performance Standards:
    • Frequency Range: DC to 100 kHz, with a 1/f knee at 1 kHz or below.
    • Field Sensitivity: 1 nT/(Hz)^0.5 at 10 kHz and 1 kHz; 10 nT/(Hz)^0.5 at 100 Hz.
    • Operating Conditions: Operate in saturation fields up to 10 mT (DC or AC); 10°C – 85°C.
    • Dimensions: Single pixel sensor size of 2 mm x 2mm; 2D arrays must have at least 50 sensors per direction (≥ 2500 total) with a total area ≤ 50 mm per direction; sensors must be placeable within 1 mm of a device under test.
  • Deliverables: At least two wafers of sensors (minimum 100 single pixel sensors, minimum 4 arrays), preferably diced. Documentation (CAD, measured specifications, operation instructions) and one year of technical support are required.
  • Quality: All items must be new; used, remanufactured, experimental, or prototype components are not acceptable. Manufacturer must test representative sensors prior to shipping.

Contract Details

  • Type: Firm-Fixed-Price Purchase Order.
  • Place of Performance: Delivery to NIST, 100 Bureau Drive, Building 221, Gaithersburg, MD 20899.
  • Delivery: Not later than 240 days After Receipt of Order (ARO).
  • Payment: Net 30-day terms, 100% upon receipt and acceptance.
  • Warranty: Minimum 1 year after acceptance.
  • Clauses: Incorporates various FAR and agency-specific clauses, including those related to SAM, Trade Agreements, and Security Prohibitions. Offerors must review "Attachment 2 - Clauses" for full details.

Submission & Evaluation

  • Submission Deadline: March 30, 2026, 12:00 PM Eastern Time.
  • Submission Method: Electronic quotations via email to cielo.ibarra@nist.gov and donald.collie@nist.gov, referencing RFQ number 1333ND26QNB030051-01 in the subject line.
  • Quotation Structure: Must be clearly written, indexed, and logically assembled into three distinct volumes: Technical, Price, and Terms and Conditions.
  • Technical Documentation: Offerors must provide documentation demonstrating technical capability, including approach, resources, methods, specifications, performance capabilities, delivery schedules, and warranties.
  • Evaluation Criteria: Award will be made to the responsible offeror proposing the lowest price that also meets all required technical specifications (Lowest Priced, Technically Acceptable - LPTA).
  • Eligibility: Offerors must possess an active registration in SAM.gov at the time of quotation submission, award, performance, and final payment.

Additional Notes

  • NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing.
  • Pre-Quote Inquiries: Submit questions in writing to both email addresses no later than 2 calendar days after the solicitation issuance date.
