Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The National Institute of Standards and Technology (NIST) is soliciting quotations for Custom Magneto-resistive Sensors and sensor arrays. This is an unrestricted combined synopsis/solicitation (RFQ) for a firm-fixed-price purchase order. The sensors are for a scanning magnetic microscope used in the CHIPS Metrology Project for 3D thermal imaging of advanced semiconductor packages. Quotations are due by April 21, 2026, at 5:00 PM Eastern Time.

Purpose & Scope

NIST seeks to procure custom-designed magneto-resistive sensors and sensor arrays. The scope involves the fabrication of these sensors according to NIST specifications, including an initial design drawing phase, review, modification, and final approval before fabrication commences. The sensors will be utilized in a scanning magnetic microscope for 3D thermal imaging of advanced semiconductor packages.

Key Requirements

Offerors must provide Custom MTJ Sensors as detailed in Attachment 1 (Statement of Work). This includes submitting technical capability documentation outlining their approach, resources, methods, specifications, performance capabilities, delivery schedules, warranties, and service requirements. Proposed items must meet or exceed minimum requirements, and no prototypes, used, or refurbished instruments will be considered.

Minimum Performance Standards for Bare-Die Detectors include:

  • Frequency Range: DC to 100 kHz, with a 1/f knee at or below 1 kHz.
  • Field Sensitivity: 1 nT/(Hz)^0.5 at 10 kHz and 1 kHz; 10 nT/(Hz)^0.5 at 100 Hz.
  • Operating Conditions: Up to 10 mT saturation fields (DC or AC), 10°C – 85°C operating temperature.
  • Dimensions: Single pixel sensor size of 2 mm x 2 mm; 2D arrays with at least 50 sensors per direction (≥ 2500 total) and a total area ≤ 50 mm per direction.

Deliverables include:

  • Minimum of two wafers (one with at least 100 single pixel sensors, one with at least 4 arrays), preferably diced.
  • Documentation of CAD, measured specifications, and operation instructions.
  • One year of technical support.

All items must be new, shipped in original manufacturer’s packaging with documentation, and free from "gray market" components.

Contract Details

  • Contract Type: Firm-fixed-price purchase order.

  • NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing.
  • Place of Performance: NIST, Gaithersburg, MD.
  • Delivery: Not later than 250 days After Receipt of Order (ARO).
  • Warranty: Minimum of 1 year after receipt.
  • Payment: 100% upon receipt and acceptance testing by the TPOC, paid Net 30 days.

Submission & Evaluation

  • Submission Deadline: April 21, 2026, 5:00 PM Eastern Time.
  • Submission Method: Electronic quotations via email to cielo.ibarra@nist.gov and donald.collie@nist.gov, referencing the RFQ number in the subject line.
  • Quotation Preparation: Must be clearly divided into three volumes: Volume I – Technical Quotation, Volume II – Price Quotation, and Volume III – Terms and Conditions.
  • Evaluation Criteria: Award will be made to the responsible offeror proposing the lowest price that meets all required technical specifications (Lowest-Priced, Technically Acceptable - LPTA).
  • Eligibility: Offerors must have an ACTIVE registration in SAM.gov at the time of submission, award, performance, and final payment.
  • Inquiries: Written questions must be submitted to cielo.ibarra@nist.gov and donald.collie@nist.gov no later than 2 calendar days after solicitation issuance.

Bidders must carefully review all incorporated provisions and clauses, especially FAR 52.212-4 (Terms and Conditions—Commercial Products and Commercial Services), and state any objections to the terms and conditions in their quotation.
