Statement of Work (SOW)

To design, manufacture, and deliver a custom-designed piece of material handling equipment (a "Tilter") that can safely reposition three different sizes of stowage drums from a horizontal to a vertical position and vice versa with minimal movement. This equipment is needed to support repair operations for thinline towed array handling equipment used on various submarine classes.

• Design and manufacture one (1) material handling equipment (Tilter).

• The Tilter must be capable of tilting three different sized drums from horizontal to vertical position and back.

• The equipment must allow technicians to work on the drums while in the vertical position.

• Capacity: Minimum of 8000 lbs.

• Power: 3HP, 230V/460V AC electric over hydraulic motor with electrical box and NEMA L16-20 receptacle or equivalent.

• Controls: Two-button (raise/lower) handheld controller.

• Material: High strength steel.

• Design Objectives:

  • Square cut-out in the bed/deck for access to inner drum diameters.
  • Display of the center of gravity on the drawing.
  • Forklift access points (equally spaced, approximately 30" apart center to center, accommodating 5" X 2" forks).
  • Removable steel V-blocks with padding to secure drums in the vertical position (V-block angles approximately 120°).
  • Tie downs or eyebolts for ratchet straps.
  • Velocity fuses as an electrical failsafe.

• Place of Performance: Contractor Facility.

• Fabrication to commence upon Government approval of the design.

• Applicable Documents: The contractor must perform tasks in accordance with specified Applicable Documents (ADs) listed in Section 3.0.

• Required Documentation: A Technical Data Package (TDP) including a finalized approved drawing, parts list, and electrical/hydraulic schematics (Deliverable: CDRL A001) is required upon approval of task 4.1.

• Security Compliance: Adherence to 32 CFR Part 117 (National Industrial Security Program Operating Manual - NISPOM), DoD Instruction 5200.48 (CUI), and OPSEC requirements is mandatory. This includes handling Controlled Unclassified Information (CUI) and implementing an OPSEC program. Electronic Spillage (ES) remediation costs will be charged to the contractor if determined responsible.

Solicitation / RFQ

This is a combined synopsis/solicitation for commercial items, specifically a custom-designed piece of handling equipment (Custom Tilter). The acquisition is a 100% small business set-aside under NAICS Code 332710 (Machine Shops) with a size standard of 500 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order.

• Design, manufacture, and delivery of one (1) Custom Tilter.

• The Custom Tilter must be designed and built in accordance with the Government Statement of Work (SOW).

• Offerors must submit a draft of the Conceptual Drawing Package for the Technical Data Package (TDP) in accordance with the CDRLs (Exhibit A).

• The required delivery date is April 1, 2026, F.O.B. Destination, Newport, RI.

• CMMC Level 2 (Self) is required prior to award for contractor information systems processing FCI or CUI.

• Contract Type: Firm Fixed Price (FFP)

• Period of Performance: Delivery by April 1, 2026.

• Estimated Value: Not specified.

• Evaluation Criteria: The award will be made to the lowest price technically acceptable (LPTA) offeror.

• Past Performance: Past performance information in the Supplier Performance Risk System (SPRS) will be considered.

• Shipping costs must be included in the unit price; a separate shipping line will not be provided.

This equipment will support the repair of thinline towed array handling equipment used on OHIO, LOS ANGELES, and VIRGINIA class submarines, and future COLUMBIA class submarines.

• Design and manufacture one (1) material handling equipment (Tilter).

• The Tilter must safely tilt three different sized drums from a horizontal to a vertical position with minimal movement, allowing repair technicians to work on the drums.

• The equipment must support the OK-542 Thinline Towed Array Handling Equipment, OA-9070 Deployable Array Working Group, and OA-9572 Thinline Towed Array Handling Equipment.

• Capacity: Minimum of 8000 lbs.

• Power: 3HP, 230V/460V AC electric over hydraulic motor with electrical box and NEMA L16-20 receptacle or equivalent.

• Controls: Two-button (raise/lower) handheld controller.

• Material: High strength steel.

• Paint: Formula ID 15092, OSHA Safety Blue Glossy.

• Design Objectives: Square cut-out in bed/deck for drum access, display of center of gravity, forklift access points (approx. 30" apart, accommodating 5" X 2" forks), removable steel V-blocks with padding (approx. 120° angle), tie downs/eyebolts for ratchet straps, and velocity fuses.

This requirement is being solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 332710 - Machine Shops, with a Small Business Size Standard of 500 Employees.

• Design, manufacture, and delivery of a custom tilter.

• The custom tilter is a piece of handling equipment designed and built in accordance with the Government Statement of Work (SOW).

• Contract Line-Item Number (CLIN) 0002 is for Exhibit A, Contract Data Requirements Lists (CDRLs), which is not separately priced.

• Delivery is F.O.B. Destination, Newport, RI.

• Required delivery date is April 1, 2026.

• Offerors must submit a draft of the Conceptual Drawing Package for the Technical Data Package (TDP) in accordance with the CDRLs.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Delivery required by April 1, 2026.

• Offerors must include: Offeror Point of Contact (phone and email), Offeror CAGE Code, and Offeror SAM UEI.

• Government's preferred payment method is credit card if no surcharge applies; otherwise, Electronic Payment through WAWF may be used. Confirm if Government Purchase Card is acceptable and include any applicable surcharge.
