Scope of Work

The contractor will design and manufacture one (1) Tilter capable of tilting three distinct drum sizes, allowing technicians to work on them in a vertical position. Key performance standards include a minimum capacity of 8000 lbs, a 3HP 230V/460V AC electric over hydraulic motor, and a two-button handheld controller. Design objectives specify a square cut-out for drum access, display of the center of gravity, forklift access points, removable steel V-blocks with padding, tie-downs, and velocity fuses. Fabrication will occur at the contractor's facility upon Government design approval.

Contract Details

This is a Firm Fixed Price (FFP) purchase order. The acquisition is a 100% Small Business Set-Aside under NAICS Code 332710 (Machine Shops) with a 500-employee size standard. Delivery is required by April 1, 2026, F.O.B. Destination, Newport, RI. CMMC Level 2 (Self), or higher, is required prior to award for contractor information systems processing Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).

Submission & Evaluation

Quotes must be submitted electronically to elizabeth.a.peckham2.civ@us.navy.mil by February 4, 2026, at 19:00 UTC (2:00 PM EST). Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Technical acceptability requires quoting the specified item in required quantities and meeting all Government technical specifications. Past performance information from the Supplier Performance Risk System (SPRS) will be considered. Offerors must be registered in SAM. Access to drawings, designated Distribution D and Export Control, requires active JCP certification. Quotes must be valid for at least 60 days, and shipping costs must be included in the unit price.

Special Requirements

A Technical Data Package (TDP), including a finalized approved drawing, parts list, and electrical/hydraulic schematics (CDRL A001), is a required deliverable. Contractors must adhere to security compliance requirements, including 32 CFR Part 117 (NISPOM), DoD Instruction 5200.48 (CUI), and OPSEC. Costs for Electronic Spillage (ES) remediation will be charged to the contractor if responsible.
