• Small Business Utilization: Questions regarding subcontracting plans and reports.
• Past Performance Survey: A rating system (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, Unknown) for various performance areas, including Quality of Service, Schedule Control, Cost Control, Federal Information Security Controls, Management of Key Personnel, Utilization of Small Business Concerns, Adapting to Change, and Transition-in/Transition-out. Each rating requires a narrative explanation.
• Recommendation: A final recommendation section for the assessing official.
• Assessing Official Information: Fields for the name, title, phone number, email address, and agency of the assessing official.

Bidders should ensure their references are aware of this questionnaire and are prepared to complete it accurately and thoroughly. The information provided by references directly impacts the evaluation of past performance, which is a critical factor in award decisions. The deadline for submission of the completed questionnaire to richard.m.kirby@cbp.dhs.gov is Mid March, 2026, at 9:00 AM Eastern Time.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing automated electronic fingerprint services for U.S. Customs and Border Protection (CBP) employees, contractors, consultants, and applicants as part of their background investigations.

• The contractor will provide all necessary fingerprinting facilities, personnel, equipment, and electronic communication for an automated fingerprint process.

• Services include scheduling fingerprint appointments (with an automated self-scheduling capability), capturing electronic fingerprints, and maintaining a web-based data system for CBP access.

• Fingerprinting services are required nationwide, within a 60-mile radius of the candidate's zip code.

• The contractor must provide a testing environment to mimic CBP's current production environment for system changes.

• Acceptable quality level for contract services is 95% accuracy.

• Fingerprinting must be administered within ten (10) business days of the request.

• Notification of inability to schedule an appointment must be provided within one (1) business day of the determination.

• Privacy and computer security incidents must be reported within one hour of recognition.

• The place of performance is nationwide, including all 48 continental United States, Alaska, Hawaii, Washington D.C., Puerto Rico, U.S. Virgin Islands, Guam, and Saipan.

• The contractor's administrative/business office can be located anywhere in the United States.

• Compliance with various DHS and CBP security policies and handbooks is mandatory.

• Sensitive Personally Identifiable Information (PII) must be handled and stored according to specific requirements.

• The contractor must develop and maintain Contingency and Incident Response Plans.

• Web services must be WS-I Basic Profile 1.1 compliant, secured via TLS and AES-256 bit encryption, and available 24/7.

• The contractor must adhere to Section 508 requirements for accessibility of Information and Communications Technology (ICT).

• All solutions must comply with Homeland Security (HLS) EA and CBP EA.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) from the U.S. Customs and Border Protection (CBP) seeks proposals for Electronic Fingerprinting Services to support the Office of Human Resources Management (HRM) and other offices. CBP intends to establish a single Blanket Purchase Agreement (BPA) with an Open Market contractor to fulfill these recurring requirements.

• Provision of Electronic Fingerprinting Services.

• Services are consistent with industries in NAICS code 561611 (Investigation and Personal Background Check Services).

• Product Service Code (PSC) R430: Support- Professional: Physical Security And Badging.

• Contract Type: Fixed Unit Price.

• The resulting contract will be a single Blanket Purchase Agreement (BPA).

• The BPA ordering period is estimated to begin on June 24, 2026, and expire on June 23, 2031 (five 12-month ordering periods).

• Estimated BPA volume: Approximately $9,000,000.00.

• Submission Deadline: No later than 9:00 am ET, Mid March, 2026.
