Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for machining the Forward ICCS Cab Hatch seal track.

• Provide all necessary materials and equipment for machining.

• Machine the Forward ICCS Cab Hatch seal track, including the 2.63-inch horizontal surface and the upper 0.25-inch INBD radius.

• Maintain existing horizontal flatness of +/- 0.04 inches over 36 inches for the seal track, with a total seal area length of approximately 26 feet.

• Machine the HSLA-100 track to a maximum depth of 0.063 inches (+/- 1/32 inch) on the horizontal surface to a width of 2.63 inches, with a surface finish of 250 rms.

• Break all edges to remove sharp corners.

• Machine the entire seal track smoothly, transitioning from vertical to horizontal as required to meet dimensional tolerances specified in Figure 2.

• Clean all machining debris to ensure normal operation of the Cab Hatch sealing.

• Period of Performance: Estimated June 22, 2026, to October 22, 2026.

• Location(s): Naval Station Norfolk, VA or Norfolk Naval Shipyard (NNSY), Portsmouth, VA.

• Safety: Contractors must adhere to Federal and State OSHA requirements, NNSY OSHE Program Manual, and Hazardous Energy Control (HEC) procedures. Notification to NNSY Technical Points of Contact (TPOCs) and/or Contracting Officer’s Representatives (CORs) is required for HEC scope of work.

• Quality Assurance: Contractor must provide Objective Quality Evidence (OQE) documentation to NNSY Code 256. Tightness testing will be performed by NNSY Code 246 with contractor presence.

• Access & Identification: Contractors require DBIDS cards for NNSY access. SECNAV 5512 forms must be completed and submitted. Green NAVSEA access badges require proof of U.S. Citizenship.

• Portable Electronic Devices (PEDs): Personally owned camera-enabled PEDs are authorized in Controlled Industrial Areas (CIA) and Security Islands but prohibited in Controlled Nuclear Information Areas (CNIAs), Nuclear Work Areas (NWAs), and Open Storage Areas. Unofficial photography/recording is prohibited.

• Government Furnished Material: Not Applicable.

• NNSY will mark areas to be machined, provide pier access, crane/rigging/forklift services, electrical power, remove/repair non-skid/paint, provide welding services for tack welding, and remove/grind welds and zipper plates.
