Quick Summary

The Department of the Navy, Naval Air Systems Command (NAVAIR) is issuing a Sources Sought notice for CXP: Tech Refresh Phase 2. This is to identify potential businesses capable of providing supplies and services for Air platform Combat Identification Systems (Mark XII IFF Mode 5) for FY2025-FY2028. The effort supports the U.S. Navy, Foreign Military Sales (FMS), Army, and Coast Guard. The Original Equipment Manufacturer (OEM) is BAE Systems. Responses are due January 30, 2026.

Scope of Work

This Sources Sought aims to identify capabilities for supporting Common Digital Transponder (CXP) and Combined Interrogator Transponders (CIT) systems, specifically AN/APX-117/117A(V), AN/APX-118/118A(V), AN/APX-123/123A(V) CXP, and AN/APX-111(V) CIT. Required supplies and services include:

  • Qualification and equipment certification testing
  • Software and hardware configuration changes
  • Data collection, processing, and analysis
  • Design, manufacture, assembly, installation, and testing of prototypes
  • Engineering/trouble report investigations and change proposals
  • Feasibility and integration studies
  • Logistics products and obsolescence mitigation (including Shop Replaceable Assembly (SRA) procurement)
  • Support for Secure Internet Protocol Router Network (SIPR-Net) capability at BAE Systems' facility
  • Completion of AN/APX-123/123A(V) productionization, including Special Test Equipment (STE) fabrication/verification and integration
  • Specific efforts may include CH-53K vibration testing, shipboard shock testing, Mode 5 Level 2 Broadcast Anti-Jam testing, Trouble Report correction, aircraft Systems Integration support, and DO-160C-compliant Automatic Dependent Surveillance – Broadcast In development.

An intricate knowledge of CXP/CIT Systems design and engineering details of interdependent aircraft/ship systems and subsystems is required, as the U.S. Navy does not possess the Technical Data Package or necessary software for other sources to produce these efforts.
