Scope of Work
This opportunity requires advanced individual cyber training, low-density subject matter expertise enhancement, and certifications. The training will develop critical skill sets for defending, monitoring, detecting, analyzing, auditing, and mitigating threats to Department of Defense (DoD) and U.S. Army networks, covering tactical to strategic networks. Specifically, the contractor will provide:
- Two (2) separate classes of "Security Onion 2 Detection Engineering and Analysis In-Depth" (20 seats per course).
- One (1) "Security Onion 1 Fundamentals for Analysts & Admins-Onsite/Live" course (up to 20 students). The scope includes providing instructors, curriculum development/maintenance, course materials, blended training solutions, and assessment.
Contract Details

- Period of Performance: September 30, 2026, through September 29, 2027 (12 months, no option periods).

- Funding: Subject to the availability of Fiscal Year 2026 funding.
Key Requirements & Deliverables
Offerors must be Manufacturer Authorized Channel Partners/Sellers for the "Security Onion" products.
- Personnel Qualifications: Instructors must be U.S. citizens, possess specific certifications, have a minimum of 10 years of direct career field experience within the last 15 years, and be English proficient. Access to information systems requires a favorable security investigation.
- Quality Control: The contractor must establish and maintain a Quality Control Plan (QCP) for Government approval.
- Contractor Provided Items: Textbooks, hardware, software, licensing, shipping, printed materials, testing products, media resources, lab packages, and other courseware products.
- Deliverables: Monthly Progress Reports, Training Certificates, Quality Control Plan, and End of Course Feedback.
- Government Furnished: Workspace, classroom, desk space, chairs, and computers.
Submission & Evaluation
Offerors must complete blocks 17a, 30a, 30b, and 30c on the SF 1449, including all pricing and taxes. Quotes must include delivery lead-time and a detailed breakdown or narrative of what is being provided (direct copy-pasting from the RFQ will be considered non-responsive). Offerors must also identify the price for items and cost/details for shipping. Specific FAR provisions (52.212-3, 52.204-24, 52.204-26) must be completed.
