This document provides responses to vendor questions regarding Solicitation PIID: FA460026Q0012 for Cybersecurity Support Services for Offutt AFB Defense Red Switch Network (DRSN).

• Current Contract: Services are currently performed by Leidos Inc. under a Department of the Army contract ending March 15, 2026.
• New Contract: This is a new Department of the Air Force contract specific to Offutt AFB, NE.
• Staffing: Four employees are currently performing services, with one funded by AETC, who will cease funding after March 15, 2026.

• On-Call/After-Hours Support: Typically daytime hours, but extenuating circumstances may require other hours. The government will work with the contractor to adjust days/hours.
• Surge Support: Not anticipated; contractors must manage workload to meet all requirements.
• Security Clearances: TS with SCI must be possessed at time of award. NC2-ESI must be obtained within three months of award. The government will sponsor NC2-ESI.
• Travel/TDY: Reimbursed on a case-by-case basis as determined by the Contracting Officer. Pricing for Travel/TDY should not be included; CLINs will be added at award.
• Transition Period: A transition period is anticipated from March 1, 2026, to March 15, 2026.
• Staffing Levels: The identified FTEs are expected to support all activities; no surge requirements exist. Contractors must manage workload distribution.
• RMF Responsibilities: The government will fill DAO, AO, and ISSM roles. Contractors will fill support and advisory roles.
• Cybersecurity Tools: Government-furnished.
• Incident Support: ISSOs and Cybersecurity Specialists are expected to provide support during extenuating circumstances within existing CLIN hours.

• Media Destruction: Performed by 55 SCS IA personnel at USSTRATCOM; other arrangements are being discussed.

Statement of Work (SOW) / Performance Work Statement (PWS)

Performance Work Statement (PWS)

This PWS outlines requirements for providing high-quality, cost-effective, dedicated cybersecurity support to the 55th Strategic Communications Squadron (55 SCS) for its Defense Red Switch Network (DRSN) and Nuclear Command, Control, and Communications (NC3) systems. The contractor will provide cybersecurity support, including Information System Security Officer (ISSO) services, for several key systems:

• Global Aircrew Strategic Network Terminal (G-ASNT): Support for the ground portion of the G-ASNT system, including RMF package development for ATO, technical solution development, problem resolution, and advising on security posture for NC3 mission systems.

• Non-hardened Aircrew Alerting System (NAAS) – Klaxon: Cybersecurity support for the NAAS Klaxon system, including RMF package development, ATO maintenance, technical solution development, and advising on security posture.

• DRSN Cybersecurity Support: Establishing and maintaining the ATO for Offutt DRSN and related subsystems, including assessing weaknesses, recommending corrective actions, processing and validating RMF documentation, and managing configuration.

• Personnel Management: Contractor personnel must be appropriately skilled, credentialed, and supervised. A Program Manager (PM) will oversee operations.

• Training: Personnel must be fully trained and qualified. A training plan must be developed and approved. Specific training includes security, network user, mission-focused, and potentially specialized training for systems like DSS-2A.
