Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, constituting the only solicitation for this requirement. The U.S. Navy (NAVSUP Fleet Logistics Center, San Diego) is seeking a contractor to provide a one-day "Cybersecurity for Federal Contracting Professionals" course for approximately 45 government employees. This is a Small Business Set-Aside.

• Deliver a one-day course covering cybersecurity fundamentals, federal laws and regulations (including DFARS 252.204-7012 and CUI protection), cybersecurity standards (NIST SP 800-171, CMMC), and cybersecurity in acquisition planning.

• The training should be at a non-technical/layman's level, focusing on policy compliance and behavioral changes.

• Course must include interactive elements, facilitated discussions, and case studies.

• Instructor must have demonstrated expertise in federal contracting and cybersecurity, and experience teaching adult learners.

• Provide student resource guides, course handouts, and digital or printed reference materials.

• All materials must be Section 508 compliant.

• Deliverables include Course Presentation/Slides/Student Materials (at least 5 business days prior to course) and a Roster of attendees (within 2 business days after course completion).

• Contract Type: Firm-Fixed-Price (FFP).

• Period of Performance: Training to be completed by September 30, 2026. Specific date to be mutually agreed upon (June or July timeframe).

• Place of Performance: Virtually or in person at Naval Station San Diego, CA, as agreed upon.

• Delivery: FOB Destination.

• Inspection and Acceptance: At Destination by the Government.

• NAICS Code: 611430 (Professional and Management Development Training).

• Business Size Standard: $15 million.

• Solicitation Start Date: Date of posting.

• Solicitation End Date: July 3, 2026, 11:59 PM Pacific Standard Time.

• Submission Method: Email to yesica.l.burrill.civ@us.navy.mil. Subject line must include solicitation number N00244-26-Q-0046-Cyber Security Training.

• Quote Submission Requirements: Two parts - Technical Quote (max 3 pages) and Price Quote.

• Technical Quote: Must include Technical Approach, sample course outline, description of interactivity, confirmation of Section 508 compliance, and Instructor Qualifications (resume/bio).

• Price Quote: Single, all-inclusive Firm-Fixed-Price.

• Offer Validity: At least 120 calendar days after the offer due date.

• Evaluation Basis: Best Value, using a comparative evaluation of offers. Non-price factors (Technical Approach, Instructor Qualifications) are approximately equal in importance to each other and to Price.

• Small Business Set-Aside.

• Only offers from eligible small businesses under NAICS code 611430 will be considered.

• Contractors must have current registration in SAM.gov and complete all Representations and Certifications.

• Questions must be submitted in writing via email to yesica.l.burrill.civ@us.navy.mil no later than July 1, 2026, 11:59 PM Pacific Standard Time. Answers will be provided via amendment.

• Unit prices may be releasable under FOIA.

• NAVSUP FLC San Diego may utilize contractor support through the AbilityOne Program for contract closeout functions.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive, situational-awareness-level training on Cybersecurity for Federal Contracting Professionals, enabling them to navigate complex regulations and identify cyber threats throughout the acquisition lifecycle, with a focus on Controlled Unclassified Information (CUI).

• Deliver a "Cybersecurity for Federal Contracting Professionals" course to approximately 45 government employees.

• Training will be at a non-technical/layman's level, focusing on policy compliance and behavioral changes.

• Course Curriculum: Must cover Overview of Cybersecurity, Cybersecurity Laws and Regulations (including DFARS 252.204-7012 and CUI protection), Cybersecurity Standards and Frameworks (NIST SP 800-171, CMMC), and Cybersecurity in Acquisition Planning.

• Instructor Qualifications: Must have demonstrated expertise in federal contracting and cybersecurity, with experience teaching adult learners and facilitating relevant discussions.

• Training Delivery: Can be virtual or in-person, intended for Government Contract Specialists and Contracting Officers (non-IT professionals). Must include interactive elements.

• Student Materials: Resource guides, handouts, and digital/printed reference materials.

• Accessibility: All materials must be Section 508 compliant.

• Deliverables: Course presentations/slides/materials (due 5 business days before course start), and a roster of attendees (due 2 business days after course completion).

• Period of Performance: 1-day training, scheduled and completed on mutually agreed-upon dates within June or July timeframe.

• Place of Performance: Virtual or in-person at Naval Station San Diego, CA, as agreed upon.

• Successful completion requires full attendance and active participation.

• Training focus is on policy compliance and behavioral changes, not deep technical configuration.
