This document provides responses to vendor questions regarding Solicitation No. N00244-26-Q-0046.

• Proposal Submission Format: Quotes must be submitted as two separate documents via email: one for the Technical Narrative and one for the Priced Quote.
• Page Limit: The 3-page limit applies strictly to Part 1: Technical Quote (technical approach, sample course outline, interaction description, Section 508 compliance, and instructor resume/biography). Part 2: Price Quote is not included in this limit.
• Solicitation Number Correction: Solicitation number N00244-26-Q-0044 was issued in error and has been deleted. N00244-26-Q-0046 is the only active solicitation. Ensure all final quotes reference the correct PIID (N00244-26-Q-0046).

These clarifications confirm submission requirements and correct a previous erroneous solicitation number, ensuring offerors submit quotes against the active solicitation N00244-26-Q-0046.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically a one-day "Cybersecurity for Federal Contracting Professionals" course. The U.S. Navy (NAVSUP Fleet Logistics Center, San Diego) requires a contractor to provide this training for approximately forty-five (45) government employees. This announcement constitutes the only solicitation, and no written solicitation will be issued.

• Course Content: Must cover cybersecurity fundamentals, common threats, the role of contracting professionals, key federal laws and policies (e.g., DFARS 252.204-7012), protection of CUI, cybersecurity standards (NIST SP 800-171, CMMC), and best practices for incorporating cybersecurity into acquisition planning.

• Delivery Format: Training can be delivered virtually or in person at Naval Station San Diego, CA.

• Audience: Intended for Government Contract Specialists and Contracting Officers who are not IT professionals.

• Interactivity: Course must include interactive elements like exercises, discussions, and case studies.

• Eligibility: Only offers received from eligible small businesses under NAICS code 611430 will be considered.

• Registration: Contractors must have current registration and complete all Representations and Certifications in the System for Award Management (SAM) at www.sam.gov.

• Technical questions must be submitted via email by July 1, 2026, 11:59 PM PST. Answers will be provided via amendment.

• Offerors must consent to the potential release of business sensitive/confidential data to the Government's AbilityOne Program support contractor for contract closeout services.

• Unit prices may be releasable under FOIA.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive, situational-awareness-level training on Cybersecurity for Federal Contracting Professionals, enabling them to navigate complex regulations and identify cyber threats throughout the acquisition lifecycle, with a focus on Controlled Unclassified Information (CUI).

• Deliver a "Cybersecurity for Federal Contracting Professionals" course to approximately 45 government employees.

• Training will be at a non-technical/layman's level, focusing on policy compliance and behavioral changes.

• Overview of Cybersecurity (concepts, threats, role of contracting professionals)

• Cybersecurity Laws and Regulations (federal laws, DFARS 252.204-7012, CUI protection)

• Cybersecurity Standards and Frameworks (NIST SP 800-171, CMMC, impact on acquisitions)

• Cybersecurity in Acquisition Planning (best practices for incorporating requirements)

• Demonstrated expertise in federal contracting and cybersecurity.

• Experience teaching adult learners and facilitating discussions/case studies relevant to the Navy acquisition environment.
