This document justifies the use of other than full and open competition for the procurement of Actuating Linear Cylinder Assemblies (NSN 3040-01-457-1272, part number SW25286). These assemblies are critical components for the M1000 Heavy Equipment Transporter (HET) trailer's automated multi-axle steering system.

• The government has determined that DRS Sustainment Systems is the only source capable of providing the validated and tested assembly due to the lack of available technical data and rights to that data.

• The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (Only One Responsible Source).

• Efforts will be made to maximize small business opportunities through subcontracting clauses if the contract is not awarded to a small business.

• Market research was conducted, including a Sources Sought Notice posted on SAM.gov from March 24, 2025, to April 09, 2025, which received no responses.

• Internet research identified potential suppliers of hydraulic actuating cylinders, but none could be verified to meet the specific form, fit, and function requirements without the proprietary technical data.

• Previous contract history with Scott Industrial Systems, Inc. for similar requirements is noted (SPRDL1-24-C-0074, SPRDL1-19-P-0260, SPRDL1-09-C-0006), all under Limited Source competitive status.

Solicitation / RFP / RFQ
