Quick Summary

The United States Coast Guard Surface Forces Logistics Center (SFLC) is requesting quotations for four (4) CYLINDER ASSY ACTUAT units. This requirement is for double-acting hydraulic cylinder assemblies for the WMEC 270 Class Hydraulic Steering System. The opportunity is designated as a Total Small Business Set-Aside. While the government initially anticipates a non-competitive sole source award to Baltimore Hydraulics or its authorized distributors, all responsible small business sources are invited to submit proposals. Quotations are due by February 13, 2026, at 9:00 AM EST.

Scope of Work

The requirement is for four (4) hydraulic cylinder assemblies, specifically Part Number P161934, manufactured by NORTHROP GRUMMAN SYSTEMS CORP. (originally WABCO FLUID POWER). These cylinders must meet critical dimensional requirements (7" bore, 3-1/2" rod, 68-1/4" compressed length, 104-1/4" extended length) and conform to Coast Guard Drawing 901-WMEC-561-009. The locking plate for the rod eye must be welded per General Note 6 & 7 of the drawing. Manufacturers must provide electronic and hard copy versions of their drawing, owner's maintenance, and parts manuals. All cylinders must be individually crated and marked in accordance with MIL-STD-2073-1E, Method 10, and MIL-STD-129R (barcode IAW ISO/IEC-16388). Standard commercial packaging is unacceptable. Substitute parts are not acceptable.

The resultant purchase order will be a Firm Fixed Price Contract, awarded on an all or none basis to the responsible offeror whose quotation is the most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) evaluation.
