Submission & Evaluation

Bids must be submitted in a sealed envelope to the Officer In Charge of Construction Marine Corp Installation East Contract Branch by 1:30 PM local time on February 24, 2026. A bid security of $25,000.00 (bid bond or cashier's check) is required with the submission. The successful bidder must also provide a performance bond of $25,000.00. Evaluation will be based on the highest total bid price, provided that all unit prices meet or exceed the government's estimated unit price for each product. Failure to meet or exceed these government estimates for any product will result in the entire bid being rejected. Bidders must use the provided SF114B Exhibit A pricing sheet to enter unit prices for estimated quantities. Estimated volumes are not guaranteed and may vary.
