Quick Summary
The Department of the Interior's Acquisition Services Directorate (AQD), acting on behalf of the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), has published a Special Notice (Determination and Findings - D&F). This D&F concerns the consolidation of existing biomedical informatics support services, specifically for the Clinical Trials Reporting Program – Cloud Scientific Engineering (CTRP-CSE) and Clinical Trials Reporting Office – Support Services (CTRO-SS). The consolidation will lead to the anticipated issuance of two new Time-and-Materials (T&M) Task Orders, which will be competed exclusively among current holders of the internal AQD-issued Biomedical Information Technology, Software Development, and Informatics Support (BITSDIS) Indefinite Delivery-Indefinite Quantity (IDIQ).
Purpose of Consolidation
The D&F supports the strategic consolidation of three existing Task Orders into two new acquisitions. The primary goals are to enhance operational efficiency, significantly reduce administrative burdens and associated costs, and ensure consistent, high-quality performance outcomes for the critical biomedical informatics support services provided to NCI CBIIT.
Scope of Work
The consolidated acquisitions will encompass comprehensive professional biomedical information technology, software development, and informatics support. This includes assisting NIH in the planning, development, documentation, implementation, updating, and ongoing support of various biomedical research initiatives. The services will cover the full spectrum of requirements previously managed under the separate CTRP-CSE and CTRO-SS task orders.
Contract Details
- Contract Type: Time-and-Materials (T&M) Task Orders.
- Contract Vehicle: These will be issued as competitive Request for Task Order Proposals (RFTOPs) against the internal BITSDIS IDIQ.
- Period of Performance: The anticipated period of performance for the new contracts is August 17, 2026, through August 16, 2031.
- NAICS Code: 541690 – Other Scientific and Technical Consulting Services.
- PSC Code: DA01 – Support Services For Activities Involved With Application Development And Support To Include Analysis, Design, Development, Coding, Testing, And Release Packaging, As Well As Support Of Off The Shelf Business Applications.
- Place of Performance: Services will continue to be performed at NCI facilities located in Bethesda/Rockville, MD.
Eligibility & Set-Aside
This opportunity is not set aside for small businesses. It will be competed solely among qualified existing holders of the BITSDIS IDIQ. Market research indicates that none of the predecessor Task Orders were small business set-asides, and all current BITSDIS IDIQ vendors are classified as Other Than Small (OTS) businesses. The consolidation is not expected to impact small business participation.
