Quick Summary

The U.S. Geological Survey (USGS), specifically the Geologic Hazards Science Center (GHSC) / National Earthquake Information Center (NEIC) in Golden, CO, is conducting market research for Direct Internet Access (DIA) services. This Sources Sought Notice aims to identify interested and capable parties to expand and modernize their current computing environment. Responses will help determine the procurement method, potentially leading to a small business set-aside or full and open competition. Responses are due March 31, 2026.

Scope of Work

The contractor shall provide, install, configure, and maintain a dedicated, symmetrical fiber-based Internet circuit to the NEIC/GHSC demarcation point. Key requirements include:

  • Circuit Delivery: Dedicated, symmetrical fiber-based Internet with scalable bandwidth (e.g., 1 Gbps, 10 Gbps), including last-mile construction, inside wiring, and demarcation extension.
  • Interface & Configuration: Ethernet handoff, peering with agency routers, support for IPv4 and IPv6, public IP space allocation, and reverse DNS/RPKI route validation.
  • Performance Standards: Minimum 99.99% monthly uptime, <= 20 ms latency, <= 0.1% packet loss, <= 5 ms jitter, and <= 4 hours Mean Time To Restore (MTTR).
  • Security & Compliance: Alignment with TIC 3.0 security capabilities, DDoS mitigation (always-on detection and on-demand scrubbing), logging/telemetry for SIEM/CDM integration, and FAR 52.204-25 compliance.
  • Installation & Testing: Site survey within 10 business days, LOA/CFA within 10 business days post-survey, installation/activation within 90-120 days ARO, and acceptance testing.
  • Operations & Support: 24x7 NOC support, monthly performance/SLA reports, and proactive outage notifications.

Evaluation

Responses will be used for market research to determine the method of procurement. The government will review information to ascertain potential market capacity and may set aside the requirement for small businesses or procure it through full and open competition. This is not a request for proposal, quotation, or invitation for bid, and no contract will be awarded based on responses to this notice.

Submission Requirements

Interested firms must provide:

  1. A tailored capability statement addressing the services described.
  2. Specification of business size (e.g., ISBEE, small business, 8(a), HUBZone, SDVOSB, or other than small business).
  3. Point of contact name, email, and SAM.gov Unique Entity ID (UEI).

All submissions are voluntary, and the government will not pay for information provided. Telephone inquiries will not be accepted; direct all questions via email to Lisa Williams at lisa_williams@ios.doi.gov.
