Scope of Work
The contractor shall provide, install, configure, and maintain a dedicated, symmetrical fiber-based Internet circuit to the NEIC/GHSC demarcation point. Key requirements include:
- Circuit Delivery: Dedicated, symmetrical fiber-based Internet with scalable bandwidth (e.g., 1 Gbps, 10 Gbps), including last-mile construction, inside wiring, and demarcation extension.
- Interface & Configuration: Ethernet handoff, peering with agency routers, support for IPv4 and IPv6, public IP space allocation, and reverse DNS/RPKI route validation.
- Performance Standards: Minimum 99.99% monthly uptime, <= 20 ms latency, <= 0.1% packet loss, <= 5 ms jitter, and <= 4 hours Mean Time To Restore (MTTR).
- Security & Compliance: Alignment with TIC 3.0 security capabilities, DDoS mitigation (always-on detection and on-demand scrubbing), logging/telemetry for SIEM/CDM integration, and FAR 52.204-25 compliance.
- Installation & Testing: Site survey within 10 business days, LOA/CFA within 10 business days post-survey, installation/activation within 90-120 days ARO, and acceptance testing.
- Operations & Support: 24x7 NOC support, monthly performance/SLA reports, and proactive outage notifications.
