Justification for Other Than Full and Open Competition / Sole Source Determination

This document justifies a sole-source acquisition for continued maintenance and support of proprietary software tools, specifically JCL Asset Management – JCLPlus! and XREFPLUS!, provided by Software Engineering of America (SEA). These tools are critical for the Department of the Interior's (DOI) Interior Business Center (IBC) to manage IBM z/OS functions, particularly for the Federal Payroll Personnel System (FPPS).

• Continued maintenance and support for JCLPlus! and XREFPLUS! software.

• The software must resolve CONTROL-M variables within the Job Schedule, support both Batch and Foreground modes, and offer an "easy to use" automation language for JCL changes.

• It must not require a Started Task, be executable from the z/OS environment, and be compatible with BMC's Control-M scheduler.

• Vendor output must be easily understood, and the software must be able to easily turn on/off a debug mode.

• The period of performance is 12 months.

• An estimated total price is indicated but redacted.

This document is a justification for a sole-source award, not a solicitation. Therefore, there are no proposal submission instructions or evaluation criteria listed.

This is a sole-source justification, not subject to set-aside requirements.

• The software has been in use for over ten years, and replacing it would be costly due to price and customer training.
• Market research confirmed no established resellers for this proprietary software.
• Transitioning to an alternative would require approximately four months of focused effort and could disrupt payroll production processing.
