Quick Summary

The U.S. Department of the Interior, on behalf of the National Cancer Institute (NCI), intends to negotiate a sole source acquisition with Jataware for licenses to develop, deploy, and maintain a Data Discovery Portal for the Cancer Research Data Commons (CRDC). This portal will leverage Jataware's BeakerHub Platform. The action is being processed as a Special Notice under FAR 13.5. Interested parties must submit capabilities statements by April 6, 2026, 10:00 A.M. ET.

Scope of Work

The primary objective is to integrate and expand Jataware's BeakerHub platform into the CRDC ecosystem to create an AI-powered, next-generation Data Discovery Portal. This portal will combine traditional faceted search with a conversational AI assistant and an integrated Jupyter notebook environment. It aims to simplify data access, enhance visualization, promote collaboration, and democratize understanding of cancer research data. The Minimum Viable Product (MVP) will focus on open access data, with controlled-access data analysis being out of scope for the MVP. The portal will be deployed in an NCI-hosted environment and must comply with FISMA Low security requirements, adhering to NIH, NCI, and Federal IT security policies.

Contract & Timeline

  • Type: Firm-Fixed-Price (FFP) / Time-and-Materials (T&M) acquisition
  • Duration: Anticipated two-year base period with two one-year option periods for Operations and Maintenance (O&M).
  • Response Due: April 6, 2026, 10:00 A.M. ET
  • Published: April 7, 2026

Set-Aside / Eligibility

This is a sole source action, as no other organization besides Jataware is known to be capable of fulfilling this requirement. This notice is not a request for competitive quotes. The government will use submitted capabilities statements to determine if a competitive acquisition is feasible. Generic marketing materials will not be considered.

Interested parties may submit a capabilities statement electronically to Victoria Seelhoefer (Victoria_seelhoefer@ibc.doi.gov) by the deadline. Submissions must:

  • Not exceed ten pages.
  • Be in a Microsoft Office compatible format or Adobe Acrobat.
