Request for Information (RFI) / Sources Sought Notice (SSN)

This RFI/SSN is issued by the Department of the Interior (DOI) on behalf of the National Institutes of Health (NIH), National Cancer Institute (NCI), and specifically the Center for Biomedical Informatics and Information Technology (CBIIT). Respondents are asked to provide:

• Company contact information.

• Identification of small business type(s) (e.g., 8(a), WOSB, HUBZone, SDVOSB).

• Applicable North American Industry Classification System (NAICS) codes, noting the primary code is 541690 with a $19 Million size standard.

• Experience staffing and maintaining a workforce for projects requiring 150-200 FTE.

• Approach to knowledge transfer and communication with incumbent contractors.

• Identification of technical, programmatic, security/ATO, and data governance risks and mitigation strategies.

• Experience working in a multiple-contractor environment and with healthcare/research stakeholders.

• Potential conflicts of interest (OCI) and mitigation measures.

• Any perceived missing information in the draft Statement of Work (SOW).

• Proposed commercial off-the-shelf (COTS) products, platforms, or tools.

• Completed matrices for Past Performance (up to three references) and Capabilities (detailing prime, sub, or team roles for listed task areas).

• Responses are due no later than 10:00 AM ET, May 5, 2026.

• Submissions should be in Microsoft Office compatible format or Adobe Acrobat, limited to ten (10) pages (excluding section dividers, blank pages, and fold-outs).

• This RFI is for market research and acquisition planning only and does not constitute an RFP or a promise to issue one.

• The government will not reimburse for any costs associated with responding to this RFI.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire professional biomedical informatics, data science, information technology, software development, and artificial intelligence support services to assist the National Institutes of Health (NIH) and National Cancer Institute (NCI) in achieving their mission.

This SOW outlines an Indefinite-Delivery Indefinite-Quantity (IDIQ) vehicle for services supporting the NCI's Center for Biomedical Informatics and Information Technology (CBIIT) and other NIH Divisions, Offices, and Centers. The scope includes a broad range of IT and informatics services across 15 task areas:

• Contract Management: Overall contract execution, personnel qualification, training, and reporting.
• Program and Project Management Support: Facilitating communication, managing projects, and providing technical and business analysis.
• Enterprise Architecture Services: Defining, designing, and managing NIH-wide enterprise and information architecture.
• Definition and Design Services: Supporting the definition and design of services, applications, and software systems.
• Development Services: Providing state-of-the-art software engineering and development for biomedical IT, including Agile, DevOps, cloud services, and specific technologies like Python, Java, and AWS.
• Validation, Testing, and Quality Assurance: Ensuring software, applications, and systems meet NIH/NCI and federal requirements.

• Semantics Support Services: Managing semantic operations, including vocabulary services and common data elements.
• Clinical Trials Reporting Office (CTRO) Support Services: Providing project management, data management, and reporting for the NCI Clinical Trials Reporting Program.
• Technical and Policy Consulting: Offering subject matter expertise for planning, implementing, and managing NIH/NCI initiatives.
• Website Development and Maintenance, Content Management, and Update: Providing integrated digital services for NIH/NCI web properties.
• Data Science Services: Supporting data science initiatives for cancer research, including data management, integration, analytics, and high-performance computing.
• Artificial Intelligence (AI) Services: Developing and integrating AI/ML capabilities for biomedical informatics and research.
• Other Services: Providing other technical and systems services as directed.
• Transition Out Planning and Support: Developing plans for orderly transition of contract functions.
