Quick Summary

The Department of the Interior (DOI), on behalf of the Office of Wildland Fire (OWF), intends to award a six-month sole source extension to Moodle US for continued Moodle Workplace LMS services. This modification to Purchase Order 140D0425P0115 will prevent a gap in critical services while the Government determines a long-term acquisition strategy. Capability statements from interested parties are due by February 25, 2026, at 10 AM EST.

Scope of Work

This modification ensures the continuation of Learning Management System (LMS) services for the Wildland Fire LMS (WFLMS), supporting the Federal Wildland Fire Workforce Development Program (FWDP), National Wildfire Coordinating Group (NWCG) members, and other wildland fire management organizations. The system supports approximately 200,000 user accounts, with 90,000 active users.

The requirement includes two key tasks:

  • Task 1: Moodle Workplace Application and Platform Hosting Services and Support – This covers AWS Government Cloud hosting, ongoing operations and maintenance, technical support, monitoring, full load balancing, and auto-backup with network failover design.
  • Task 2: Moodle Workplace Operations and Maintenance Support – This provides professional services including Project Management, Subject Matter Expert (SME) Support, and Software Engineer Support for maintaining and developing the WFLMS solution.

Contract & Timeline

  • Type: Notice of Intent to Sole Source (Modification)
  • NAICS: 611710 Educational Support Services (SB size standard $24M)
  • Set-Aside: Sole Source (No Set-Aside)
  • Period of Performance: Extended from March 1, 2026, to August 29, 2026.
  • Response Due: February 25, 2026, by 10 AM EST
  • Published: February 18, 2026

Evaluation

This is not a request for competitive proposals, and a solicitation will not be issued. However, in accordance with FAR 5.207(c)(16)(ii), the agency will consider capability statements from responsible sources that can meet the requirements by March 1, 2026. Responses will be used for market research purposes, and a determination not to compete this contract is at the Government's discretion.

Additional Notes

The extension is necessary because market research and vendor demonstrations conducted in 2025 indicated no other vendors could provide a fully functioning solution by March 1, 2026, to prevent a service gap. Interested parties must include their Unique Entity ID (UEI) and Taxpayer Identification Number (TIN) and have an active SAM.gov registration. Responses should reference number 140D0425P0115 and be submitted via email to Alexandra_tsybulevsky@ibc.doi.gov.
