INTRODUCTION:
The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single award, Firm-Fixed-Price contract in support of Electronic Employee Performance Management System (EEPM), using FAR part 15 procedures for this project.
PROJECT DESCRIPTION:
The Contractor shall provide all labor, supervisor and all other resources necessary to configure, integrate, maintain, enhance, deploy and support a SaaS EEPM solution for all of VA that meets the requirements outlined in the PWS. Plan for 400,000 VA employees with an annual increase of 5%. Also, plan to migrate up to 4-years of performance data for 150,000 employees from a legacy performance management system to conduct a seamless transition to the awarded EEPM solution.
The requested SaaS EEPM solution shall reach Full Operational Capacity (FOC) within 3 months of contract award. The deployment of the EEPM solution to the entire VA population will be broken up into two phases. The first phase of deployment will be to 175,000 Title 5, Title 38 and Hybrid Title 38 employees within 6 months of contract award. The second and final phase of deployment shall deploy the EEPM solution to the entire VA population within 18 months of contract award. The project will then shift into an operations and maintenance mode for the remainder of the contract.
No software shall be downloaded onto VA computers to access the EEPM solution. Also, the solution shall not require any servers hosted within the VA. The requested solution does not require an interface to write to VISTA systems. User specific application configuration settings are allowed in the contractor hosted solution.
ADMINISTRATIVE:
The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 541511 with a size standard of $27.5 Million. The solicitation will be issued on or about August 16, 2019. Solicitation issuance dates are subject to change as necessary.
