This solicitation is for the purchase of Power System Computer Aided Design (PSCAD) software, including licenses and maintenance, for the Bureau of Reclamation's Central Valley Operations Office (CVO). The software is intended to support protection engineers in performing power system studies to develop or verify protection system settings, which are crucial for the safety of people and equipment.

• One (01) PSCAD V5 software package, including Initializer, Power System Importer (PRSIM) with Power System Simulator (PSS/E), and Enerplot license.

• Sixteen (16) Parallel Simulations.

• Certificate license or hardware lock.

• Instruction Manual.

• An additional year of maintenance and support for the PSCAD V5 Professional Enhanced Package.

• Compliance with all applicable Federal, State, and Local laws and regulations.

• The period of performance for the initial software delivery is 10 business days after contract award, with an estimated performance period of 05/21/2026 to 08/20/2026 for the software and maintenance.

• The contract is set aside for Small Business.

• The North American Industry Classification Standard (NAICS) code is 513210, with a size standard of $47.

• Quotes must be submitted via electronic mail only to Sherry Heibeck at sherry_heibeck@ios.doi.gov by 3:00 PM (PDT) on Thursday, April 30, 2026.

• Offerors must be registered in the System for Award Management (SAM.gov) with completed Representations and Certifications.

• Evaluation will be based on Price Only. Technical and Past Performance are not applicable.

• This acquisition is a 100% set-aside for Small Business.

• The solicitation incorporates numerous FAR clauses by reference, including those related to System for Award Management, Contract Terms and Conditions, Security Prohibitions and Exclusions, and Electronic Invoicing.

• The document includes detailed definitions for terms related to security, covered articles, and foreign entities.

This document is a "Determination to Solicit from a Single Source" for the procurement of PSCAD Simulation Software for the Bureau of Reclamation's Central Valley Operations Office (CVOO). • The sole source is Nayak Corporation, Inc., the authorized United States agent for Manitoba Hydro International (MHI), the developer and owner of the PSCAD software.

• Market research confirmed that Nayak Corporation is the only authorized reseller in the United States capable of providing the required software and support.

• The Contracting Officer will compare Nayak Corporation's quote with an official quote from Manitoba Hydro International to ensure a fair and reasonable price.
