THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service (FWS), Joint Administrative Operations, Acquisition & Property Operations. FWS Office of Law Enforcement (OLE) intends to award a firm fixed price sole source base plus four option year contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000 to:

The North American Industry Classification System (NAICS) code for this requirement is 513210, Software Publishers. The object of this sole source award is to have continued access to the TLOxp platform provided by TransUnion. FWS OLE personnel have utilized TLOxp for many years to develop investigative information, locate individuals, and link people and businesses and has come to trust and rely on the copious, continuously updated data. This contract seeks to continue the use of this valuable tool while modernizing the procurement vehicle through which OLE retains it. TLOxp is a branded web-based platform and sole source provider of the exclusive suite of TruLookup investigative solutions that provide intelligence about people, their identities, contact information, relationships, physical assets, and social media footprint. No other vendor offers the TruLookup suite or the TLOxp platform. TLOxp is a proprietary platform and sole provider of the TruLookup suite of services. No other company, entity, or individual has re-seller or distribution rights to TLOxp.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
