This pre-solicitation notice/synopsis is being issued to fulfil the requirements of FAR 6.302-1(d)(2) and FAR 5.201. The proposed procurement is a sole source action for iterations of software development and support access to VA health benefits and care, including, but not limited to, technical work on the VA.gov 21-8940 form, 21-4140 form, and related health benefits applications. This contract may also include upstream and downstream integration support for both applications.  The proposed contractor is Pingwind, Inc., 7630 Little River Turnpike, Ste 205, Annandale, VA 22003. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB).
