Purpose & Background
ELPVAHCS requires a new WBIMS to replace its current, end-of-life inventory management system, aiming to increase productivity. The VA is seeking information on systems that can meet specific salient characteristics.
Scope of Requirement
The desired WBIMS must possess the following key characteristics:
- Real-time Inventory Tracking: Provide accurate, real-time quantities on-hand accessible via software, with data mining capabilities for stock levels, order points, average usage, and patient-specific tracking.
- Reporting: Generate reports in Excel or text-delimited formats.
- GIP Interface: Interface with the GIP package in IFCAP for real-time data and to identify out-of-balance quantities between GIP and PAR bins.
- PAR BINS Functionality: Identify and display out-of-balance conditions (including due-ins/due-outs), with automatic clearing when GIP due-ins/outs are resolved. Utilize color-coded stickers for item identification.
- Weight-Based & Accurate: Must be weight-based, easily calibrated, and accurate.
- Visibility & Triggers: Offer real-time visibility into secondary inventory locations and trigger distribution/pick tickets based on PAR levels, re-order points, and emergency stock levels upon depletion.
- Usability: Feature intuitive software, be easy to train on, and support multiple users with varying permission levels. Reports should align with APICS Principles of Inventory Management.
- Product Handling: Capable of managing a wide range of products based on size, thickness, and weight.
- Comprehensive Data: Provide detailed information on system status, materials management, open orders, critical item levels, item locators, PAR level analysis, consumption analysis, and various activity reports.
Submission Instructions

- Cover Sheet: Company details (name, address, POC, SAM UEI, website), size status under NAICS 541519 and PSC DA01, and a list of existing Multiple Award Contract (MAC) vehicles.
- Capability Statement: An overview of the company's resources and product offerings, detailing how they meet all salient characteristics. Include examples of successful WBIMS deliveries and a list of similar contracts within the last five years (contract number, customer, POC, period of performance, obligated dollars, NAICS, role, project scope).
Responses are limited to 15 pages (Microsoft Word, Times New Roman 12pt, 1" margins) and email file size to 40MB. Proprietary information should be clearly marked.
