- Project Management: Planning, scheduling, and reporting.
- FMBT IV&V Services: Independent testing and quality assurance for implementation waves and O&M releases, including test plan/script assessment, product reviews, requirements evaluation, interface analysis, traceability, test readiness reviews, test execution, and defect tracking.
- Innovation: Supporting continuous quality improvement and exploring AI applications for IV&V.
- Dashboard Development: Creating metrics dashboards. The anticipated contract duration is a 12-month base period with four 12-month option periods, totaling 60 months. Performance will be primarily at the contractor's site (US-based, remote/telework) with potential travel to VA sites, notably Austin, TX.
Key Capabilities & Requirements
Respondents must demonstrate capabilities and experience in:
- Developing IV&V approaches, risk, and assessment criteria consistent with IEEE standards.
- Developing IV&V methods for independent testing, including manual and automated test scripts for systems similar to iFAMS.
- Certified Momentum federal financial management application Subject Matter Expertise (SME).
- Experience with Agile Scrum and/or Scaled Agile Framework (SAFe) methodologies for IV&V.
- Corporate experience with specific examples (agency, POC, dollar value, contract number).
- Addressing potential Organizational Conflict of Interest (OCI), as vendors currently supporting VA FMBT or iFAMS may be precluded from this effort, and the awardee of this IV&V contract may be excluded from future FMBT/iFAMS development work.
- Providing feedback on the sufficiency of the draft PWS.
