Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Independent Verification and Validation (IV&V) services for the Department of Veterans Affairs (VA) Office of Information & Technology's (OIT) Financial Management Business Transformation (FMBT) program. The goal is to ensure the quality, performance, and schedule adherence of the FMBT program's transformation efforts, which involve implementing the Integrated Financial and Acquisition Management System (iFAMS) using CGI's Momentum® ERP solution.

The contractor will provide IV&V services, including independent testing and quality assurance, aligned with the Government-defined FMBT IV&V Plan. Key activities include:

• Project Management: Developing and maintaining project management plans, integrated master schedules, and reporting.

• FMBT IV&V Services: Conducting independent testing and evaluation for implementation waves and Operations & Maintenance (O&M) releases. This involves test plan and script assessment, product reviews, requirements evaluation, interface analysis, traceability analysis, test readiness reviews, query creation, test execution, and defect tracking.

• Innovation and Process Improvement: Supporting continuous quality improvement and exploring AI applications for IV&V.

• Dashboard Development: Creating dashboards to display IV&V metrics.

• Optional Tasks: Including independent data verification, increased testing capacity, and transition support.

• The contractor must adhere to IEEE standards for verification and validation.

• Performance will be monitored via weekly and monthly status reports, including metrics on test planning, execution, defects, risks, and findings.

• A Quality Assurance Surveillance Plan (QASP) will be used to assess performance.

• Period of Performance (PoP): 12-month base period with four (4) 12-month option periods, not to exceed 60 months total.

• Place of Performance: Contractor Site within the United States, including telework/remote. Travel may be required to VA sites, primarily in the Austin, Texas area.

• Staffing: Requires specific Subject Matter Experts (SMEs) with experience in Momentum, federal financial accounting, program management (PMP certified), and IV&V test leadership.

• Security: Compliance with VA cybersecurity directives, including Zero Trust principles, FICAM, PIV card enablement, and adherence to VA Handbook 6500 series for information security and privacy.

• Compliance: Adherence to VA Technical Reference Model (TRM), Veteran-Focused Integration Process (VIP), Product Line Management (PLM), and various federal regulations and standards (e.g., NIST, FIPS, Section 508).

• Tools: Utilization of VA-approved tools, including JIRA/Xray for project and defect management, and Microsoft Teams for collaboration.

Request for Information (RFI)

This RFI is for market research and planning purposes to identify qualified vendors capable of providing Independent Verification and Validation (IV&V) Services for the Department of Veterans Affairs (VA) Financial Management Business Transformation (FMBT) Program. This is not a solicitation, and no contract will be awarded at this time. Information gathered will inform a future solicitation.

Respondents must demonstrate capabilities in:

• Developing verification and validation approaches, risk, and assessment criteria consistent with IEEE standards for programs similar to FMBT.

• Developing IV&V methods for independent testing, including manual and automated test script development and execution for systems like iFAMS.

• Possessing certified Momentum federal financial management application subject matter expertise.

• Experience with Agile Scrum methodology and/or Scaled Agile Framework (SAFe) for managing IV&V work.

• Addressing potential Organizational Conflict of Interest (OCI) if currently providing services to the VA FMBT program or iFAMS.

• Providing corporate experience and specific examples/references (agency, POC, dollar value, contract number).

• Assessing the sufficiency of the draft Performance Work Statement (PWS) and providing technical comments if needed.

• Responses are due by April 27, 2026, 10:00 AM Eastern Time.

• Page limitation: 10 pages. No marketing materials or generic capability statements.

• Submissions must include company name, CAGE/UEI, address, POC, business size/status, NAICS codes, and small business subcontracting plans if applicable.

• Information requested regarding small business status, VOSB/SDVOSB verification (VetCert), and subcontracting plans.

• Vendors currently supporting FMBT or iFAMS may have an OCI precluding them from future bids.

• A draft Performance Work Statement (PWS) is attached and should be referenced.

• Costs incurred in responding are the sole responsibility of the vendor.

• Non-participation will not preclude future consideration.
