Scope of Requirement
The VA Office of Information & Technology (OIT), Infrastructure Operations (IO) - Enterprise Service Management (ESM) seeks an enterprise-wide ERP SaaS/PaaS platform. The solution must include capabilities such as IT Service Management (ITSM), IT Asset Management (ITAM), IT Operations Management (ITOM), IT Business Management (ITBM), Digital Workplaces, Customer Service Management (CSM), Security Operations (SecOps), Integrated Risk Management (IRM), Integration Center, Reporting and Analytics, and Platform Tools. Optional tasks may include Enterprise Asset Management, Enterprise HRSD, Artificial Intelligence, and more. The system will support approximately 600,000-900,000 users and require migration of 7 years of historical IT records (approx. 35TB) from the current ServiceNow environment. Extensive integrations with various federal systems and applications are required.
Key Technical Details & Compliance
The solution must comply with VA Technical Reference Model (TRM), Zero Trust Critical Security Controls, Federal Identity, Credential, and Access Management (FICAM), IPv6-Only standards, and Trusted Internet Connection (TIC) requirements. FedRAMP High certification is a critical requirement. The scope includes CMDB and MultiSource CMDB, with approximately 1.3 million CI records and 800,000 corresponding asset records. Non-IT service areas like Human Resources and Clinical IT Operations are also in scope.
