Request for Information (RFI)

This RFI is for information and planning purposes to identify qualified vendors capable of meeting the Department of Veterans Affairs (VA) requirements for Financial Management Support Services. It does not constitute a solicitation, and responses are not offers. The VA seeks market information on capable sources, industry best practices, and input on the draft Performance Work Statement (PWS).

Vendors must provide:

• Company Information: Name, CAGE/UEI, address, POC, phone, email.

• Small Business Concerns: Indicate if at least 50% of the total amount paid will go to similarly situated firms.

• Technical Approach Summary: Describe your approach to meeting the requirements in the attached Draft PWS. Comment on the PWS sufficiency and provide recommendations for improvement.

• Experience: Detail experience staffing and supporting enterprise efforts of similar size and scope, including:

  • Providing staff with VA domain experience for dispersed deployments.
  • Rotating support and adapting to sudden changes in team size (up to 50% increase/decrease).
  • Supporting face-to-face meetings across multiple PMOs and governance boards (primarily DC and Austin, TX, but also other VA facilities).
  • Ability to fully staff requirements upon award.

• Technical Expertise: Describe capability in Momentum interface development, sustainment, data conversion, data cleanse, web services, and Formimport.

• Agile Technical Approach: Detail your approach for:

  • Developing and implementing integrations within a Momentum environment.
  • Converting data from financial legacy systems (e.g., VA's FMS) into Momentum, including conversion process and data maintenance.

• Small Business Specifics (if applicable): Intent and ability to meet set-aside requirements, available personnel/financial resources, proposed team members, percentage of work per member, and subcontracting plans.

• Deadline: May 5, 2026, 10:00 AM Eastern Standard Time.

• Submission Method: Electronically via email to Angel Santos (Angel.Santos2@va.gov) and Kendra Casebolt (Kendra.Casebolt@va.gov).

• Format: Maximum 10 pages (excluding transmittal page).

• Proprietary Information: Clearly mark all confidential material.

• SDVOSB/VOSB: Indicate percentage of cost expended on prime employees or other eligible firms, and provide team member details if under 50%.

• Responses are voluntary and at the vendor's expense.

• Not responding does not preclude future participation.

• Submissions become government property.

• No extensions will be granted.

• Recommend submitting at least 24 hours prior to the deadline to avoid late submissions.

• Ensure sufficient bandwidth for transmission.

• The attached document is a Draft PWS.

Performance Work Statement (PWS)

This PWS outlines the requirements for Interface and Data Conversion Development to support the Department of Veterans Affairs' (VA) Financial Management Business Transformation (FMBT) program. The goal is to modernize the VA's legacy Financial Management System (FMS) by migrating to the Integrated Financial and Acquisition Management System (iFAMS), a cloud-based solution.

The contractor will be responsible for gathering requirements, designing, developing, and testing interface and conversion programs. This includes:

• Developing interfaces between VA legacy systems and iFAMS.

• Supporting project management tasks for interface development.

• Developing conversion plans, gathering requirements, and performing data mapping.

• Migrating data from legacy systems to iFAMS, including data cleansing.

• Developing utility programs for data processing, validation, and cleansing.

• Executing and validating conversion dry runs and post-go-live support.

• Providing data quality assurance best practices.

• Developing software to resolve data duplication.

• Providing an automated iterative data cleanse capability.

• The contractor must adhere to Agile principles and the Veteran Focused Integration Process (VIP).

• Reporting requirements include weekly progress reports and monthly program management reviews (PMRs).

• Agile reporting includes Scrum Team Capacity, Sprint, Sprint Planning, Burn up charts, and Velocity reports.

• Quality Assurance and Quality Control (QA/QC) plan must be developed and implemented, compliant with ISO 9001/IEC 90003.

• Performance Period (PoP): One 12-month base period with two (2) 12-month option periods.

• Place of Performance: Both Government and Contractor facilities, with the majority anticipated at Contractor facilities. Remote work is possible with prior approval. Face-to-face meetings are expected in Washington DC and Austin, Texas.

• Key Personnel with specific experience in financial management systems, Momentum implementations, and Agile methodologies are required.

• Strict adherence to security and privacy requirements, including background investigations, PIV card enablement, and data protection.

• Compliance with VA Enterprise Architecture, IT standards (e.g., IPv6, TIC), and accessibility standards (Section 508).

• Contractor must provide a Contractor Project Management Plan (CPMP), Risk Management Plan (RMP), Configuration Management Plan, and Change and Release Management Plan.
