Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA) Financial Service Center (FSC) for information and planning purposes to identify qualified vendors capable of providing Operations and Maintenance (O&M) support for the Integrated Financial and Acquisition Management System (iFAMS), including support for all iFAMS releases, enhancements, and upgrades. This RFI does not constitute a solicitation and will not result in a binding contract. The government is seeking market information on capable sources, industry best practices, and input on the provided draft Performance Work Statement (PWS).

Vendors are asked to provide information on their technical approach to meeting the requirements outlined in the draft PWS. Specific areas of interest include:

• Sufficiency of detail in the draft PWS for technical and functional requirements.
• Capability to meet all technical and functional requirements in the draft PWS.
• Experience as a prime contractor providing O&M support with multiple functions (e.g., acquisitions, financial management, HR) at a Federal Cabinet Level Agency.
• Staffing approach to ensure adequate functional and domain knowledge, including considerations for multi-company teams and prime contractor W-2 employee resources.
• Access to or acquisition strategy for Momentum Technical Subject Matter Experts (SMEs) as required in PWS Section 5.1.4.

Responses should be clear, concise, and complete, not exceeding 15 pages. Vendors are strongly advised to submit well in advance of the deadline to avoid transmission issues.

Information is requested regarding company business size and status. For VOSB and SDVOSBs, proof of VetCert verification is required. Small businesses must indicate their intent and ability to meet set-aside requirements and provide details on personnel and financial resources. Information on proposed team members and subcontracting is also requested.

Performance Work Statement (PWS)

This PWS outlines the requirements for Operations and Maintenance (O&M) support for the Department of Veterans Affairs (VA) Financial Service Center's (FSC) Integrated Financial and Acquisition Management System (iFAMS), formerly Momentum® ERP. The goal is to ensure the continuous operation, maintenance, and enhancement of the iFAMS system, which supports accounting, financial, acquisition, and reporting transactions for VA and other government agencies.

The contractor will provide comprehensive O&M support for iFAMS, including:

• Defect resolution, technical support, and software patch/upgrade deployment.

• Support for enhancements, upgrades, and change requests.

• Configuration, implementation, integration, testing, and deployment.

• Training, annual close support, accounting, reconciliation, systems assurance, audit, reporting, user provisioning, communication, organizational change management, and maintenance.

• Specific tasks include project management, product support (service desk, technical support, enhancements), technical operations and maintenance, training support, system testing, business intelligence support, and transition support.

• The contractor must meet or exceed Service Level Agreements (SLAs) for response and resolution times, particularly for critical incidents (24/7 support).

• Performance metrics will be tracked and reported, including ticket resolution times, system availability, and adherence to quality standards.

• Quality Assurance and Quality Control (QA/QC) plan is required, compliant with ISO 9001/IEC 90003.

• Base Period: 12 months from award.

• Option Periods: Up to two (2) additional 12-month periods.

• Place of Performance: Primarily contractor facilities, with potential for government site work and remote performance with prior approval. Face-to-face meetings anticipated in Washington DC and Austin, Texas.

• Adherence to VA's Enterprise and IT Framework, including the VA Technical Reference Model (TRM), Zero Trust principles, FICAM, IPv6, TIC, and Section 508 accessibility standards.

• Strict security and privacy requirements, including personnel security, PIV credential usage, and adherence to HIPAA.

• Use of Scaled Agile Framework (SAFe) principles.

• Key personnel requirements include a Program Manager and Deputy Program Manager with extensive experience in ERP systems, finance, and acquisitions, along with technical and federal accounting SMEs.

• Compliance with Activity Based Costing (ABC) and Labor Tracking Time Entry (LTTE).

• Reporting requirements include Bi-Weekly Status Reports, Staffing/Resource Plans, Weekly/Monthly Status Meetings, Monthly Program Management Reviews, and Monthly Task Order Reports.
