Statement of Work (SOW) / Performance Work Statement (PWS)

To provide development, sustainment, modernization, enhancement, and integration support for the Department of Veterans Affairs (VA) Office of Information & Technology (OIT), Health Services Portfolio (HSP). The goal is to deliver high-quality, effective, and efficient IT services to support healthcare delivery for Veterans.

• Provide shippable products, operations support, and security compliance for the HSP.

• Support all HSP products, including but not limited to Clinical Services, Patient Care Services, VHA Finance, Health Informatics, Community Care, Healthcare Environment and Logistics Management (HELM), Scheduling and Telehealth, Discovery, Education and Affiliate Networks (DEAN), Clinical Imaging, and VHA Front Office.

• Employ a Development, Security, and Operations (DevSecOps) methodology and Agile practices for continuous delivery and improvement.

• Tasks include development, testing, deployment, security, operations, architecture, refactoring, and ongoing maintenance.

• Support includes legacy, current, and future products/services within a DevSecOps lifecycle.

• Adherence to VA policies and procedures, including the PLM Playbook and Process Asset Library.

• Deliveries must be shippable products, defined as software, code, or interfaces deployed to a production-like environment, validated, monitored, and determined to be operable.

• Incremental deliveries no less than 90 days apart, unless approved otherwise.

• Sprint durations between two and four weeks, unless approved otherwise.

• Compliance with FedRAMP, VA Enterprise Cloud (VAEC) Technical Reference Guide, VA Cloud-First Policy, and other applicable mandates.
