Purpose & Scope
The VA aims to identify industry capabilities for an ITSMP that can natively support IT Service Management (ITSM), IT Operations Management (ITOM), Human Resources Service Delivery (HRSD), Customer Service Management (CSM), Security Operations (SecOps), and Governance, Risk & Compliance (GRC) within a single platform. Key areas of interest include:
- Unified Platform: Integration and seamless data sharing across ITSM, ITOM, HRSD, CSM, SecOps, and GRC modules.
- AI + Workflow Automation: Embedded AI/ML capabilities (e.g., predictive intelligence, virtual agents, generative AI).
- Low-Code / App & Workflow Builders: Tools for application and workflow development, ensuring alignment with enterprise governance and security.
- ITSM Depth: Capabilities for incident, change, problem, and configuration management, including CMDB functionality and asset lifecycle tracking.
- Integration & Interoperability: Support for APIs, plug-ins, and secure connection to federal systems, compliant with FedRAMP and VA-specific requirements.
- Transition, Migration, and Adoption: Approaches for platform transition, migration, minimizing downtime, and providing comprehensive training.
- General Questions: Scalability for a large federal enterprise (600,000+ users), licensing models, and security certifications (FedRAMP High, FISMA, HIPAA).
Submission Requirements
Vendors must submit responses limited to 20 pages (excluding Attachment 1). Submissions should not include marketing materials or generic capability statements. Required information includes:
- Company details: Name, address, Point of Contact, phone, email, business size and status (with VetCert proof for VOSB/SDVOSBs), NAICS code(s), DUNS/UEI, and existing contractual vehicles.
- A summary of capabilities to meet requirements and answers to all questions in Attachment 1.
- Technical documentation for identified products, SaaS agreement terms, FedRAMP High certification status, and available license packages.
- A statement of intent and ability to meet the SDVOSB set-aside requirement, including the 50 percent subcontracting limitation.
