Purpose

The VA aims to gather information to develop its acquisition strategy and Performance Work Statement (PWS) for the IATDR Program. The goal is to standardize, govern, and operationalize infrastructure automation across a hybrid environment, reducing configuration drift, improving compliance, and accelerating delivery.

Scope of Work

The anticipated scope involves the delivery, installation, and configuration of a commercial automation orchestration and governance platform within VA's on-premises data center infrastructure. Key tasks include:

  • Establishing an on-premises, enterprise automation control plane.
  • Achieving and maintaining VA Authority to Operate (ATO).
  • Performing ongoing maintenance and integrating the platform with existing VA enterprise systems (identity, secrets management, logging, monitoring, change management).
  • Developing and maintaining reference architectures, automation standards, policy taxonomies, and reusable automation building blocks.
  • Enabling VA infrastructure teams to adopt standardized automation practices through migration of existing scripts, coaching, and hands-on support.
  • Developing and executing a Team Onboarding Plan.
  • Developing, testing, publishing, and maintaining reusable infrastructure-as-code modules and configuration management collections.
  • Establishing and maintaining automation governance, including guardrails, approval workflows, and exception processes.
  • Conducting structured knowledge transfer and training for VA Government personnel.

Key Requirements & Response Details

  • Licensing: Commercial automation platform licensing sized for 128,000 managed endpoints, without per-run or per-worker fees.
  • Security: Compliance with all applicable VA security and privacy requirements, including Risk Management Framework (RMF) for ATO, Zero Trust controls, FICAM, and secure software development practices.
  • Deliverables: Numerous deliverables are specified, including Project Management Plan, Platform Architecture Document, Automation Standards and Policy Taxonomy Document, Module Catalog, Automation Governance Framework Document, Knowledge Transfer Plan, and ATO Package.
  • Key Personnel: Program Manager, Platform Architect, and Automation Architect are designated as Key Personnel.
  • Artificial Intelligence (AI): If AI is part of the solution, strict compliance with VA's Trustworthy AI Framework and Unbiased AI Principles is required.

  • Vendor Information: Include company details, UEI, business size/status, and proof of certification for VOSB/SDVOSB if applicable.
  • Specific Questions: Address questions regarding prime integrator role, subcontractor mix, coordination, vendor neutrality, and small business/SDVOSB intent.
