Purpose & Scope
This RFI is for planning purposes only and does not constitute a solicitation. The VA aims to establish a centralized, web-based, cloud-ready enterprise capability for purchasing and inventory management across VHA, VBA, NCA, VACO, and OIT. The goal is to unify master data governance, purchasing, receiving, stocking, distribution, and point-of-use support, providing a standardized, real-time view of supply readiness. The solution will involve system integration, business process re-engineering, organizational change management, and training, covering People, Process, and Technology aspects.
Key Requirements for Response
Respondents must submit a capability statement (limited to 15 pages) addressing:
- Company identification (Name, UEI, Small Business Status, NAICS code 541512, Address, POC, Contact Info).
- Information on contract vehicles and Rough Order of Magnitude (ROM).
- Demonstrated expertise in nationwide supply chain modernization/optimization, indicating prime or subcontractor intent.
- Responses to specific questions regarding IDIQ structure, Earned Value Management, FedRAMP-compliant cloud hosting, system integration (iFAMS, FMS, EHRM, VistA, CPRS), healthcare facility experience, scalability, data governance, integration with emerging technologies (AI/ML, analytics), deployment, licensing, Organizational Change Management (OCM), cybersecurity, and continuity of operations.
- A business process flow diagram depicting manual and automated processes, assuming VA's VALIP as middleware.
- Feedback on the draft PWS and contract type.
Anticipated Contract Details
The VA anticipates a single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 10-year ordering period (5-year base + 5-year option). Orders may be Firm Fixed Price, Time and Material, or Labor-Hour. Respondents should indicate if they can comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, as NAICS code 541512 is intended.
