Quick Summary
The Department of Veterans Affairs (VA) is conducting market research through a Request for Information (RFI) for Inventory Management Modernization (IMM). This RFI seeks industry feedback on a draft Performance Work Statement (PWS) for a potential single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract, anticipated in Fiscal Year 2027. The goal is to establish a centralized, web-based, cloud-ready enterprise capability for purchasing and inventory management across VHA, VBA, and NCA. Responses are due May 15, 2026, by 12:00 PM Eastern Time.
Purpose & Scope
This RFI is for planning purposes only and does not constitute a solicitation. The VA aims to modernize its complex and antiquated supply chain to enhance mission efficiency, reduce complexity, standardize practices, and improve integration across VA systems. The IMM solution will encompass system integration, business process re-engineering, organizational change management, and training, including the acquisition of necessary software and IT products. Key areas include:
- People: Centralized accountability, training, and talent management.
- Process: Standardization of business processes for efficiency, scalability, and compliance.
- Technology: Delivery of an integrated, intelligent Inventory and Order Management solution, optimized for rapid deployment and integration with existing VA systems (e.g., VistA, EHRM, iFAMS), adhering to SAFe, IT security, FedRAMP, and Zero Trust models.
Anticipated Contract Details
The VA anticipates a 10-year IDIQ contract (5-year base + 5-year option), with individual task orders potentially structured as Firm Fixed Price, Time and Material, or Labor-Hour. The place of performance will be identified in task orders, covering CONUS/OCONUS, including Federal, State, or VA sites. The intended NAICS code is 541512 (Computer Systems Design Services) and PSC is DA01.
Submission Requirements & Set-Aside
Respondents must submit a capability statement (limited to 15 pages) addressing:
- Company identification (Name, UEI, Small Business Status, NAICS, Address, POC, Contact Info).
- Information on contract vehicles and Rough Order of Magnitude (ROM).
- Demonstration of expertise in nationwide supply chain modernization/optimization, specifying prime or subcontractor intent.
- Responses to specific questions regarding IDIQ structure (single vs. multiple award), Earned Value Management, cloud hosting (FedRAMP compliance), system integration capabilities (iFAMS, FMS, EHRM, VistA, CPRS), healthcare facility experience, scalability, data governance, integration with emerging technologies (AI/ML, analytics), deployment approach, licensing, Organizational Change Management (OCM), cybersecurity, and continuity of operations.
- A business process flow diagram depicting manual and automated processes, assuming VA's VALIP as middleware.
- Feedback on the draft PWS and contract type, including any missing information needed for proposal development. Respondents should indicate if they can comply with VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, and subcontracting limitations.
