Background & Purpose
This notice serves as an update to a previously issued Sources Sought/Request for Information (RFI) for the LIPAS Phase III requirement. After technical review of responses, the VA determined that only one source could provide the required services. The objective of the LIPAS Phase III program is to modernize and enhance the current LIPAS/VISION system, aiming for efficient operation, increased automation, and leveraging Artificial Intelligence (AI) to improve processing of insurance applications, claims, and customer requests for Veterans, Service members, and their families.
Scope of Work
The intended sole-source contract will cover enhancements, sustainment, and license management for the LIPAS Solution. Key areas include:
- Implementing AI to automate business processes.
- Modernizing interfaces with other VA enterprise systems.
- Utilizing an Agile DevSecOps approach for continuous delivery.
- Providing application sustainment support, including maintenance, upgrades, and product compliance.
- Offering Tier Two and Tier Three help desk support.
- Managing batch jobs and monitoring.
- Supporting agile development and enhancement scrum teams.
- Providing integration and testing support services.
- Implementing services, potentially including optional tasks for additional sustainment, agile development, system expansion, and cloud migration (specifically for the Electronic Insurance (EIN) system).
- EXL software is a required component for this solution, including EXL LifePro, EXL LifePro Digital Suite (LDS), and SmartComm. Experience with cloud migration to VAEC AWS GovCloud is also critical.
