Statement of Work (SOW) / Performance Work Statement (PWS)

The Department of Veterans Affairs (VA), Office of Information & Technology (OI&T), Product Engineering Service (PES), Data and Analytics (DA) Pillar aims to provide positive outcomes for Veterans and their families by enabling a data-driven VA culture. This PWS outlines requirements for Geographic Information System (GIS) support to assist VA staff, program offices, and Veterans Integrated Service Networks (VISNs) in managing and analyzing geospatial data.

The contractor will provide system and customer support for the current GIS platform within the Corporate Data Warehouse (CDW). This includes:

• System administration and database administration for the ArcGIS Enterprise system and associated datastores.

• Troubleshooting issues between the ArcGIS system and third-party systems.

• Programming services, including web map/app development, automation scripting, geocoding, analysis, and integration into third-party systems.

• Customer training and general user support.

• Optional task: Support VA in transitioning the current ArcGIS system within the CDW to the VA Enterprise Cloud (VAEC) and consolidating GIS platforms into a single VAEC-hosted platform.

• Performance Period (PoP): One 12-month base period, four 12-month option periods, and one Optional Task, not to exceed 63 months.

• Place of Performance: Contractor furnished facilities and remote locations with COR concurrence. Work is to be conducted during core business hours (8:00 am - 5:00 pm EST), unless specified otherwise. No work outside the United States.

• Demonstrated proficiency in ArcGIS technology is required for all contractor personnel.

• Key personnel categories include GIS System Administrator, GIS Database Administrator, GIS Analyst, and GIS Programmer, each with specific experience requirements.

• Compliance with VA Handbook 6500-series policies, Service Level Agreements (SLAs), and Authority to Operate (ATO) requirements.

• Adherence to enterprise and IT framework standards, including the VA Technical Reference Model (VA TRM).

• Implementation of VA Critical Security Controls and Federal Identity, Credential, and Access Management (FICAM) policies.

• Support for Internet Protocol Version 6 (IPv6) and Trusted Internet Connection (TIC) requirements.

• Compliance with standard computer configuration (Windows 10, Edge, 365 Apps for enterprise).

• Adherence to Veteran Focused Integration Process (VIP) and Product Line Management (PLM) processes.

• Compliance with the OIT Process Asset Library (PAL).

• Use of official VA Authoritative Data Sources (ADS).

• Support for Social Security Number (SSN) Reduction requirements.

• Compliance with Generative Artificial Intelligence (AI) requirements, including specific directives and prohibitions regarding VA-sensitive data.

• Adherence to Source Code Harmonization and Reuse in Information Technology (SHARE IT Act) requirements.

• Position/Task Risk Designation Levels (Tier 2/Moderate Risk for PWS 5.0 and all subparagraphs) requiring background investigations.

• Specific contractor personnel security requirements, including prescreening, background investigations, and PIV credentialing.

• Deliverables to be provided in electronic format, including but not limited to MS Office Suite, AutoCAD, and PDF.

• Performance metrics defined for Technical/Quality, Project Milestones/Schedule, Cost/Staffing, and Management.

• Government will provide office space, telephone service, and system access when work is performed at a Government location. Government-furnished equipment (GFE) may include developer-grade and standard-grade laptops.

This notice is for market research purposes only to identify industry capabilities for enterprise Geographic Information System (GIS) services and operations supporting large-scale federal environments. The Department of Veterans Affairs (VA) is seeking information on approaches to improve platform performance, scalability, security, user experience, and operational efficiency.

The VA is interested in vendors experienced in delivering, operating, securing, and modernizing enterprise GIS platforms and services, specifically those supporting:

• Large-scale geospatial datasets

The Government is contemplating a Firm Fixed Price (FFP)/T&M hybrid contract type. Respondents are asked to provide input on the suitability of FFP and T&M for this work and suggest appropriate contract vehicles.

• Responses should be concise, factual, and limited to a maximum of 10 pages.

• Responses must be organized using the numbered sections provided in the RFI.

• Do not submit proposals; this is for information and planning purposes only.

• No reimbursement for costs incurred in responding.

• Service-Disabled Veteran-owned small businesses (SDVOSBs) or Veteran-owned small businesses (VOSBs) must state their intent and ability to meet set-aside requirements (at least 50% performance by eligible SDVOSB/VOSB concerns) and be listed in the SBA certification database.

• Small businesses should indicate socioeconomic category recommendations and compliance with subcontracting limitations.
