Scope of Work
The VA requires contractor support to modernize a legacy Veteran Benefit Debt Management system. The replacement solution must:
- Replicate or enhance all existing functional capabilities, including debt aging, demand letter generation, and batch processing.
- Accommodate the migration and processing of approximately two million debt records currently stored in VSAM and sequential files.
- Provide interfaces supporting approximately ten current external file-based integrations.
- Ensure continued interoperability with existing Microsoft SQL Server and MuleSoft Anypoint Platform APIs.
- Support scheduled and on-demand batch processes analogous to CA7, with equivalent or improved performance, reliability, and auditability.
- Migrate all legacy data without loss or corruption, including validation.
- Include a detailed transition plan for uninterrupted operations, training materials, and post-implementation support.
