Scope of Work

Vendors are invited to demonstrate solutions covering key areas:

  • Referral & Authorization Management: Coordinating, managing, and tracking referrals, including prior authorization and emergency care.
  • Utilization Management: Prospective, inpatient, and retrospective UM, applying VA-defined rules.
  • Care Coordination: Workflow management for complex patients, AI integration, and tracking ancillary services.
  • Interoperability: Seamless integration with VA and non-VA systems using standards like HL7, FHIR, X12, and DICOM.
  • Medical Documentation: Accepting structured/unstructured documents, automated data capture, and AI for analysis.
  • Reporting & Data Analytics: Standard and custom reports, data warehouse integration.
  • Member Tracking: Real-time status updates for referrals and Veteran notifications.
  • Identity and Access Management: Robust authentication, authorization, and role-based access control.
  • Compliance: Adherence to VA's TRM, Section 508, HIPAA, and data security protocols.

The future contract, informed by this RFI, will involve sustainment and development services for the HealthShare Referral Manager (HSRM) Managed Service solution, hosted in AWS FedRAMP High Government Cloud, with a focus on usability, scalability, security, and EHR integration.
