Key features include support for multiple acuity queues, real-time escalation, capacity for 500,000 to 5 million annual virtual visits, bidirectional data exchange with Federal EHRs (CPRS, Oracle/EHR), VistA, and other VHA platforms. Integration with tools like Clinical Decision Support, Joint Legacy Viewer, and FHIR APIs is required, alongside real-time charting, order placement, tracking of lab/imaging studies, and scheduling. The platform must support built-in care team communication, real-time patient tracking, medication prescribing, VHA pharmacy integration, and a validated Decision Support Tool. Multi-modal communication (video, phone, chat, text) with Veterans, KPI data capture, and operational dashboards are also essential.
  • Staffing Models and Delivery Structure: Solutions should accommodate staffing by VHA employees, contract staff, or a hybrid model. The system must be accessible 24/7/365 across all states and territories, with vendors encouraged to propose regional or national coverage strategies. Requirements include providing training modules, aiming for 85% or greater Veteran satisfaction, and ensuring wait times for initial contact with an emergency care clinician do not exceed 5 minutes, with subsequent triage to a Licensed Independent Provider (LIP) under 10-15 minutes. Providers must be appropriately certified with emergency medicine competency. The system should aim to resolve acute care concerns virtually in over 50% of cases and ensure no more than 10% of Veterans experience a subsequent ED visit within 7 days of a virtual encounter.
