Request for Information (RFI)

This RFI is issued by the Department of Veterans Affairs (VA) for market research purposes to gather information for evolving its Summit Data Platform (Summit). This RFI does not constitute a Request for Quote (RFQ) or Proposal (RFP), and the VA is not currently seeking proposals or quotes. The information gathered will aid in developing the acquisition strategy and Performance Work Statement (PWS).

The VA is interested in understanding industry capabilities related to:

• Streamlined customer onboarding & intake
• Migration & data architecture modernization
• Governance, security, & compliance
• Data science & AI enablement
• Customer experience & support
• Change management & training

Respondents are requested to provide:

• Identification Information: Company Name, Address, POC, Phone, Fax, Email, Business Size, NAICS codes, and any GSA/GWAC/SEWP schedules held.

• Small Business Concerns: Indicate if at least 50% of the total amount paid will be to similarly situated firms.

• SDVOSB/VOSB: Indicate if at least 50% of costs will be expended for prime employees or other eligible SDVOSB/VOSB firms, including planned percentages and potential team members if under 50%.

• Small Business Specifics: Intent/ability to meet set-aside requirements, available personnel/financial resources, proposed team members, percentage of work, and subcontracting plans.

• Technical Approach: Details on delivering a data analytics platform, scalability, availability, data management, and cybersecurity approach (Zero Trust, FedRAMP, RMF, etc.).

• Staffing Approach: Recommended staffing model, continuity, knowledge transfer, operational readiness, surge support, and examples of relevant experience.

• AI, Automation, & Optimization: Opportunities for AI/ML/automation to accelerate workflows, reduce labor, improve accuracy, and streamline customer onboarding (target: reducing intake from 2-6 months to under 2 weeks).

• Implementation, Deployment, & Transition: Notional timelines, transition approaches, training, user support, and change management strategies.

• Rough Order of Magnitude (ROM): Estimate for the proposed solution, including assumptions, cost drivers, and pricing models.

• Additional Considerations: Unique differentiators, innovations, or value-added capabilities.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to evolve the Summit Data Platform (Summit), the Department of Veterans Affairs’ (VA) enterprise cloud-based data and analytics solution, to deliver a secure, reliable, and customer-centric environment at scale. This involves addressing operational inefficiencies, strategically leveraging resources, and modernizing the platform to support advanced analytics and AI capabilities.

Major work areas include:

• Streamlined customer onboarding & intake: Reducing intake time to under 2 weeks, implementing structured workflows, and establishing a unified request routing model.
• Migration & data architecture modernization: Executing a migration strategy for CDW workgroups, providing tool and data model parity, developing reusable ingestion pipelines, and standardizing data modeling.
• Governance, security, & compliance: Enabling VA-wide governance policies, expanding metadata coverage, implementing automated data quality checks, maintaining federal compliance, and optimizing cloud resource costs.
• Data science & AI enablement: Providing scalable infrastructure and tooling for AI/ML workloads, developing reusable templates for AI use cases, and supporting AI-driven solution integration.
• Customer experience & support: Creating centralized documentation, establishing robust post-handoff support, developing CRM for customer engagement tracking, and implementing feedback loops.
• Change management & training: Delivering structured training programs and developing a change management strategy to ensure long-term adoption.

Key performance indicators include reducing intake time, increasing adoption rates, and tracking customer satisfaction.

The period of performance includes a 12-month base period plus two 12-month option periods. Efforts can be performed at any location within the United States at the Contractor’s facilities.

• All activities must comply with federal privacy regulations and VA data and AI governance requirements.
• All user-facing artifacts must meet Section 508 accessibility standards.
• Work will follow modern digital service delivery principles, including Agile Delivery, User-centered Design, and Compliance by Design.
