Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the renewal of annual operations and maintenance support for the Department of Veterans Affairs (VA) Supply Chain Graphical User Interface (GUI) Overlay. The objective is to ensure continued high-quality, effective, and efficient IT services for enterprise reporting, dashboards, and data integration software packages used across 144 VA facilities.

• Project Management: Includes Contractor Project Management Plan (CPMP) and Technical Kickoff Meeting.

• Human Centered Design (HCD) & Application Performance Monitoring: Utilize HCD principles for product development, user research, content and design, product lifecycle activities, and application performance monitoring strategies.

• Supply Chain GUI Overlay Requirements: Support for commercially available off-the-shelf (COTS) software solution, including functionalities for Work Order Entry, Equipment Inventory, Inventory Package Entry, Prosthetic Software Package, and PSAS Reporting.

• Services: Provide maintenance support services, including web-enabled Help Desk, software fixes/repairs, updates, upgrades, functionality enhancements, deployment, installation support, and training.

• Optional Tasks: Support for APAR/APAT test instances and their maintenance, and potential option periods for continued services.

• Technical / Quality of Product or Service: Satisfactory or higher performance in understanding requirements, efficiency, meeting technical/mission needs, providing quality services, and incorporating Human Centered Design principles.

• Project Milestones and Schedule: Satisfactory or higher performance in meeting milestones, timely product completion/delivery, and proactive customer notification of potential problems.

• Cost & Staffing: Satisfactory or higher performance in maintaining appropriate expertise/staffing levels and ensuring personnel possess necessary skills.

• Management: Satisfactory or higher performance in integrating and coordinating all activities.

• Uptime: Guaranteed 98% uptime for installed GUI Overlay applications (24/7/365), excluding VA system/hardware failures.

• Period: A 12-month base period with two subsequent 12-month option periods, not to exceed 36 months in total.

• Place: Tasks shall be performed at Contractor facilities, not permitted outside the United States or its territories. Contractor to identify place of performance in proposal.

• Compliance: Adherence to VA Technical Reference Model (TRM), VA Critical Security Controls (Zero Trust), Federal Identity, Credential, and Access Management (FICAM) including PIV card-enablement, IPv6 support, Trusted Internet Connection (TIC), and VA Standard Computer Configuration.

• Data Management: Compliance with Process Asset Library (PAL) and use of Authoritative Data Sources (ADS) such as MPI, CAI, eCMS, HRSmart, VA Profile, VADIR, VASI, and eMASS. Contractor solution must support Social Security Number (SSN) reduction by using Integrated Control Number (ICN) as the primary identifier.

• Software & Licensing: Contractor is responsible for all necessary software licenses and maintenance.

• Security & Privacy: Requires a signed Business Associate Agreement (BAA), compliance with VA Directive 6066, and adherence to extensive VA information security and privacy language (Addendums A and B). This includes personnel security requirements (background investigations, training), confidentiality, incident reporting, and secure handling of VA sensitive information.

• Government Furnished Property (GFP): Government will provide 30 laptops; Contractor is responsible for other IT accessories.

Request for Information (RFI)

This RFI is for planning and market research purposes only. The Department of Veterans Affairs (VA) is seeking information on industry capabilities to sustain and renew maintenance for its deployed brand name Document Storage System, Inc. (DSS) Above Participating Provider (APAR)/Advanced Prosthetics Acquisition Tool (APAT) Supply Chain Graphical User Interface (SCGUI) Overlay applications. These Commercial Off the Shelf (COTS) applications are used at 141 VA Medical Centers (VAMCs), Employee Education Services (EES), Consolidated Mail Order Pharmacy (CMOP), and for training purposes.

• Renewal of annual operations and maintenance for SCGUI applications.

• Includes system fixes, software enhancements, and training.

• Potential requirement for optional tasks: renewed licenses for APAR and APAT test accounts to test potential VistA changes.

• Support for VistA modules including IFCAP, GIP, AEMS/MERS, PIP, PSAS, FMBT, and EHRM.

• Enterprise reporting and data integration services.

• This is an RFI only; do not submit a proposal.

• If proposing an alternative COTS solution: describe its support for end-to-end ordering, acquisition, tracking, and integration with IFCAP/VistA.

• Describe the proposed solution's real-time inventory visibility and order status capabilities.

• Detail test instance capabilities for VistA modernization efforts (FMBT, EHRM), including M-Code reviews.

• Describe maintenance support inclusions (fixes, enhancements, workflows).

• Specify licensing hosting environment (on-premises, cloud) and pricing structure.

• Identify if the product is offered under Government Best-in-Class vehicles and its FedRAMP designation if SaaS.

• Detail the timeline and steps for deploying the solution within the VA environment, including any custom development.

• Indicate if the proposed solution has an existing VA Authority to Operate.
