Quick Summary
The Department of Veterans Affairs (VA), specifically the Technology Acquisition Center NJ, has issued a Sources Sought / Request for Information (RFI) for Supply Chain Management DevSecOps and Integration (SCMDSO). This RFI seeks to identify qualified vendors capable of supporting the VA's Healthcare Environment and Logistics Management (HELM) initiative. Responses are due by May 11, 2026, at 12:00 PM Eastern Standard Time.
Purpose & Background
This RFI is for market research and planning purposes only and does not constitute a solicitation. The VA's Office of Information and Technology (OIT) Product Delivery Services (PDS) aims to modernize and standardize supply chain business processes and systems across all VA medical centers. This initiative addresses gaps in current systems, requiring accurate and accessible supply chain data to improve operations, aligning with the VA's Digital Modernization Strategy, which emphasizes secure, cloud-based platforms, Zero Trust cybersecurity, agile development, enterprise interoperability, and improved user experience.
Scope of Work / Key Requirements
The VA is seeking information on vendor capabilities to provide comprehensive technical, functional, and lifecycle support for existing and future HELM Product Line products. This includes:
- Expediting hiring and onboarding of qualified IT professionals.
- Providing full Software Development Lifecycle (SDLC) activities within an Agile framework, including continuous integration.
- Offering end-to-end cybersecurity support (RMF, DevSecOps, cloud security, incident response).
- Delivering enterprise-wide major IT system technical integrations and deployments.
- Developing an IT Supply Chain Technical Roadmap for incremental legacy system replacement.
- Providing tiered training approaches for IT software.
- Leveraging AI/ML to support IT organization priorities.
- Technically integrating with VA enterprise programs (e.g., EHRM, FMBT, VistA).
- Supporting modern containerized enterprise interoperability platforms with DevSecOps capabilities.
- Consolidating, standardizing, normalizing, and migrating customer data platforms to cloud-hosted repositories. A draft Performance Work Statement (PWS) outlines an anticipated scope covering SDLC, O&M, cybersecurity, enterprise deployment, and cloud migration, applying advanced DevSecOps and engineering aligned with VA's Zero Trust Architecture.
Anticipated Contract Details
The anticipated contract structure is a Hybrid Firm-Fixed Price (FFP) Base with Time and Materials (T&M) optional tasks and a Cost Reimbursable Travel Line. The Performance Period (PoP) is expected to be a 12-month base period with four 12-month option periods, not to exceed 60 months.
- Product Service Code (PSC): DA01 (Support Services for Application Development and Support)
- NAICS Code: 541512 (Computer Systems Design Services)
