Scope of Requirement

The VA seeks a 4Cast Software Subscription for the VA Connecticut Healthcare System. This web-based tool should allow unlimited users to support strategic plans and develop balanced budgets. The requirement includes:

  • Software Subscription: One (1) 4Cast Software Subscription.
  • Implementation Support: Project management, reporting, budget planning (with on-site training), and virtual support calls.
  • Business Planning: Assistance with service-level budget planning and development of facility-wide budgetary requirements.
  • Monitoring & Updates: Ad hoc system support and a comprehensive final report.

Technical & Security Requirements

The software and associated services must comply with VA Technical Reference Model (TRM), Zero Trust security controls, SSN reduction, ICN, IPv6, and Section 508 accessibility standards. Strict adherence to security and privacy, including personnel vetting and data protection, is mandatory. If Generative AI is utilized, compliance with Executive Orders, OMB Memorandums, and VA Directives is required, focusing on trustworthy, secure, and unbiased AI principles, along with detailed documentation and a Statement of Attestation.

Submission Requirements

Responses are limited to 12 pages (12 Arial font) and must be emailed to Ryan.Sehulster@va.gov with "4Cast Software Subscription" in the subject line. The email file size must not exceed 5 MB. Submissions should include:

  • Summary of technical capability to meet the draft Product Description (PD) requirements.
  • Explanation of additional technologies/best practices for the PD.
  • Suggestions for information beneficial for proposal creation and identification of unclear sections in the draft PD.
  • Corporate experience with specific examples (agency, POC, dollar value, contract number).
  • For Small Businesses: Intent and ability to meet potential SDVOSB set-aside requirements (VAAR 852.219-73, 13 CFR §125.6), including personnel, financial resources, proposed team members, and subcontracting plans.
  • Assessment of the draft PD's sufficiency for software development and production operations support, with technical comments/recommendations if insufficient.
