Product Description (PD)

This document outlines the requirements for a 4Cast Software Subscription for the Department of Veterans Affairs (VA) Connecticut Healthcare System. The software is a web-based tool designed to support annual business and operational planning, budgeting, forecasting, and monitoring for Medical Centers. It allows unlimited users and assists the VA in implementing strategic plans and developing balanced budgets.

• Software Subscription: One (1) 4Cast Software Subscription.

• Implementation Support: Includes project management planning, reporting, budget planning (with on-site training), and virtual support calls.

• Business Planning: Assistance with service-level budget planning and development of facility-wide budgetary requirements.

• Monitoring & Updates: Ad hoc system support and a comprehensive final report summarizing findings, activities, recommendations, and financial outcomes.

• 12-month base period from date of award.

• Four (4) 12-month option periods at the Government's discretion.

• Compliance with VA Technical Reference Model (TRM).

• Adherence to Zero Trust security controls.

• Support for Social Security Number (SSN) reduction and use of Integrated Control Number (ICN).

• Support for Internet Protocol Version 6 (IPv6).

• Compliance with Section 508 accessibility standards for Information and Communication Technology (ICT).

• Strict adherence to security and privacy requirements, including personnel vetting and data protection.

• Specific requirements for Generative Artificial Intelligence (AI) if utilized, including compliance with Executive Orders, OMB Memorandums, and VA Directives, with a focus on trustworthy, secure, and unbiased AI principles. This includes detailed documentation requirements and a Statement of Attestation.
