Scope of Work
The VA is seeking comprehensive program support services for its Enterprise Contact Center Consolidation (CCC) initiative. The objective is to transform and unify VA's contact centers into a seamless, Veteran-centric service delivery model. Key areas of support include:
- Project Management: Developing and maintaining project plans, providing monthly reports.
- PMO Support: Establishing an enterprise PMO structure, managing documentation, facilitating stakeholder engagement.
- Contact Center Operations Analysis & Standardization: Assessing current operations, recommending a Target Operating Model (TOM), developing standardized procedures, and supporting technology integration.
- Workforce Planning and Training Support: Analyzing workforce needs, developing training materials, and assisting with delivery.
- Organizational Change Management (OCM): Developing and executing change management strategies, communications, and stakeholder engagement.
- Continuous Improvement: Establishing performance measurement frameworks and facilitating improvement workshops.
Special requirements include strict adherence to VA cybersecurity, privacy, data protection policies (FIPS, Zero Trust, FICAM, PIV), compliance with VA IT frameworks (TRM, IPv6, TIC), and processes (VIP, PLM, PAL).

Submission Requirements
Interested vendors must submit a 10-page maximum response addressing capabilities specific to the draft PWS. Submissions must include:
- Company information (Name, Address, POC, Phone, Email, DUNS).
- Business size and status, with SBA VETCert verification for VOSB/SDVOSBs.
- NAICS code(s) and socioeconomic data.
- Existing contractual vehicles (GWAC, FSS, MAC).
- Proposed technical and programmatic approach to enterprise call center consolidation, including cross-functional team experience.
- Expertise in Risk, Issue, and Change Management for large transformation initiatives.
- Corporate experience and past performance with specific examples (agency, POC, dollar value, contract number).
- A Rough Order of Magnitude (ROM) cost estimate with assumptions.
- Intent and ability to meet the SDVOSB set-aside requirement, detailing personnel, financial resources, and subcontracting plans (prime not paying more than 50% to non-SDVOSBs).
- Assessment of the draft PWS sufficiency, with technical comments/recommendations if needed.
