Quick Summary

The Department of Veterans Affairs (VA) is conducting market research via a Sources Sought Notice for a Document Control, Competency Assessment, and Continuing Education (CE) Platform. This platform is intended for the Veterans Healthcare System of the Ozarks (VHSO) and G.V(Sonny) Montgomery VAMC Pathology and Laboratory Medicine Service (PLMS). The VA is exploring acquisition strategies, including potential small business set-asides. Responses are due March 18, 2026, at 07:00 AM CST.

Purpose & Scope

The objective is to procure a Software-as-a-Service (SaaS) solution for a base + 4 contract. The platform must be accessible 24/7, secure, intuitive, and modular, supporting multiple role-based permission levels and full traceability.

Key functional areas include:

  • Document Control: Managing the entire document lifecycle (creation, approval, editing, archiving), bulk downloads, version control, and automated notifications.
  • Competency Assessment: Managing the competency lifecycle, linking to documents, standardized assessments, and audit/query capabilities.
  • Continuing Education: Building customized courses and quizzes, tracking employee CE, printing certificates, and integrating with accrediting body standards.
  • Regulatory Compliance & Auditing: Supporting CAP, Joint Commission, AABB, and CLIA elements, with features for importing standards, checklist auditing, and reporting.

Technical & Security Requirements

The solution must be a cloud service with FedRAMP Moderate Impact Level or higher authorization. Cryptographic modules must be FIPS 140-2 certified (or FIPS 140-3). Compliance with FISMA and current VA authorization is mandatory, and a VA Authority to Operate (ATO) is required before using live VA data. Vendors must participate in FedRAMP Continuous Monitoring activities.
